CHAPTER 2 . TOWN OFFICERS, BOARDS AND COMMITTEES <br /> Y' Article 2 . 1 Selectmen <br /> Section 2 . 1 . 1 Supervision . The Selectmen shall have a general <br /> oversight of all town affairs , whether conducted by <br /> special boards or not; and shall have the right to <br /> make any recommendations for the better conduct of <br /> the department , board or committee. If such recom- <br /> mendations are not heeded, they shall record the <br /> same in the Annual Town Report so that the Town may <br /> take action thereon, as seems advisable . <br /> Section 2 . 1 . 2 Legal Proceedings. The Selectmen shall have full <br /> authority as agents of the Town to employ counsel <br /> to institute and prosecute suits in the name of the <br /> Town, except suits on bonds, notes , or other secur- <br /> ities given to the Town Treasurer, and to appear and <br /> defend suits brought against it , and to appear in <br /> proceedings before any tribunal , unless it is other- <br /> wise specially ordered by vote of the Town. <br /> Section 2 . 1 . 3 Statistics in Annual Town Report . The Selectmen shall <br /> include in their annual report to the Town: <br /> a. A general statement of the Town ' s affairs during <br /> the past year and recommendations of the Selectmen <br /> for future requirements. <br /> b. A report of all claims which are outstanding <br /> and all suits to which the Town is party, together <br /> with a full explanation of the circumstances and <br /> the standing of each case at the time of the report . <br /> C. A report of all streets laid out or constructed <br /> during the year, the length and width, cost of <br /> construction and amount of land damages in each <br /> instance. <br /> d. A list of betterments assessed during the year . <br /> Section 2 . 1 . 4 Fuel Purchases . It shall be the duty of the Select- <br /> men to purchase for the several boards or committees, <br /> oil , coal and fuel oil . The various boards, depart- <br /> ments and committees shall , on or before July 1 in <br /> each year (or earlier if required by the Selectmen) , <br /> send in writing to the Board of Selectmen the esti- <br /> mated amounts of oil , coal and fuel oil required for <br /> the use of their respective boards, departments or <br /> committees for one year. The Selectmen shall advertise <br /> for bids to furnish the required amount of oil , coal <br /> and fuel oil , and shall award the contracts to the <br /> lowest responsible bidder or shall make the purchase <br /> through the State Purchasing Agent or the County <br /> Purchasing Agent.
