X975 <br /> Honorable Board of Selectmen <br /> Town Hall <br /> Mashpee, Massachusetts <br /> Gentlemen: <br /> I hereby resign as Executive Secretary effective August 31 , 1975• <br /> This was an extremely difficult decision. <br /> New England town government provides for direct democracy <br /> � w through a wide participation of its citizenry'. Mashpee town <br /> government, like many New England towns, has a wide span of control and <br /> is functionally decentralized. Mashpee has over fifty departments, <br /> boards, commissions, or officers. Many of these are elected offices i <br /> of the town. This decentralization leads to fragmentation of the <br /> management function. The town does not have a board or official with <br /> the authority for direct responsibility for the coordination and control I <br /> of these town agencies. I� <br /> Thus, any direction that the town wishes to take is directly <br /> related to the amount of coordination and cooperation that is provided �! <br /> by the various town offices. <br /> The town has in past years placed several of these functions under <br /> the Board of Selectmen.
