OEM <br /> the positions of all Town Employees, other than those filled <br /> by popular election, and those under the direction and control <br /> of the school committee, into groups and classes doing sub- <br /> stantially similar work or having substantially similar <br /> responsibilities, and establish maximum and minimum salaries ' <br /> for such employees and for periodic step increases based on <br /> length of service. <br /> b. To establish and administer personnel policy dealing with working <br /> hours, overtime, vacations, leave for sickness, military service, <br /> jury duty, bereavement, leave of absence, tenure, group insurances <br /> and any other matter properly includable as personnel policy <br /> which shall be applicable to those employees subject to the <br /> employee classification plan described in Paragraph A herein. <br /> C. Such rules and regulations shall become effective upon their <br /> promulgation by the Personnel Board and approval by the Board <br /> of Selectmen and shall be consonant with those in effect by <br /> private industry and other Massachusetts governmental units. <br /> Article 2.11 Director of Public Works <br /> Section 2.11.1 Term of Office. The Selectmen shall appoint a Director of Public <br /> Wbrks for a term not to exceed three years. <br /> Section 2.11.2 Powers and Duties.
