SECTION 11 : FLOOD PLAIN ZONE PROVISIOr-JS <br /> Permits for new construction , alteration of structures, or <br /> other development ( any man-made change to improved or unimproved <br /> real estate , including but not limited to buildings or other <br /> structures , mining, dredging, filling, grading, p.a�.- i ng, <br /> excavation or dr• i l l i n,. at i on _.:: , 9.t or• bel ovi the Base Fl ood <br /> Elevation as specified i&fithin the A and V zones ( in unnumbered A <br /> zones, in the absence of Flood Insurance Administration data , the <br /> + base flood elevations shall be determined by obtaining, reviewing <br /> IVES and reasonably utilizing .any existing base flood elevation data <br /> 11 from Federal , State or other sources) as designated on special <br /> G .M* F. I .A. Flood Insurance Rate Maps , Page five and Page ten dated <br /> October 19, 1977, as amended (v)h i ch are on file with the <br /> k Town Clerk , Planning Board and Building Inspector) , shall be <br /> '" approved subject to other laws and by-laws applicable thereto and <br /> to the fol lowing: <br /> 1 . New construction or substantial improvement <br /> (repair , construction or alteration containing <br /> 50X or more of the market value of the structure <br /> before improvement , or if damaged, before <br /> damage occured) , of residential structures shall <br /> have the lowest floor ( including basement) , <br /> ` elevated to not less than base flood elevations. <br /> New construction or substantial improvement of <br /> nonresidential structure= shall either be <br /> similarly elevated or , together with attendant <br /> utility and sanitary fa.c i 1 i t i es, be flood <br /> proofed to not less than bale elevations . <br /> (Substantial improvement have been deemed to <br /> �.ccur when the first alteration of any <br /> structural part of the building commences . ) <br /> 2. Where flood-proofing i s required in accordance with <br /> Section 1 , a registered engineer or architect <br /> shall certify that the flood-proofing methods are <br /> adequate to withstand the flood depths, pressures, <br /> velocities, impact and uplift forces, and other <br /> factors associated with the base flood. <br /> 3. Any new construciton or substantial improvement to <br /> be undertaken within said zones shall be in <br /> accordance with the Massachusetts Uniform Building I. <br /> Code , Section ?43.0 as amended. The Building <br /> Inspector shall ( .a) review all proposed <br /> development v)i thin the flood zones to .a_._.ure that <br /> ` <br /> all necessary permits i,,ih i ch are obtainable at such <br /> time have been received from those governmental <br /> agencies from which approval is required by <br /> Federal or State law, including Section 404 .,f the <br /> Federal Water Pollution Control Amendments of <br /> m,f <br />
