Labute: <br /> I regret that I must enclose -the amendment to zoning by- <br /> laws adopted under article 13 of the warrant for the Mashpee <br /> Special Town Meeting held August 25 , 1986 , with the disapproval <br /> of the Attorney General endorsed thereon. <br /> Article 13 gives the Conservation Commission, the <br /> Shellfish Commission, the Inland and Coastal Waterways <br /> Committee and the Harborr:raster the power to control the <br /> issuance of a special permit for an additional 25 feet <br /> of pier length by requiring that they must affirmatively <br /> recommend such additional length. This requirement in <br /> essence makes these entities a part of the special permit <br /> granting authority. Only a board of selectmen, board of <br /> appeals , planning board or zoning administrator may be <br /> a special permit granting authority. G.
