-3- <br /> 11. A buffer zone, having a minimum width of one hundred (100) feet, shall <br /> be preserved along the entire perimeter of the site except for any entrance <br /> and exit areas. Within such buffer zone no structures shall be located <br /> and no clear cutting of natural vegetation shall be allowed. Further, <br /> a vinyl coated chain link fence shall be installed at approximately the <br /> center line of said buffer zone. The fence shall be a minimum of five <br /> (5) feet in height and be of green or black color so as to abe minimally <br /> visible from areas outside the P.R.C.. The fence shall be installed prior <br /> to the issuance of the first building permit. Any area in the buffer zone <br /> which does not have vegetation or trees shall be landscaped with indigenous <br /> flora so as to present a natural appearance consistent with the remainder <br /> of the buffer zone. <br /> 12. Except for a water well field or water storage tanks and related facilities, <br /> and beach and docks facilities allowed by the Conservation Commission <br /> and Board of Appeals and beach house, the northern most portion of <br /> the premises to the north of Lot 28 shown on Assessors Map 50, shall <br /> not be developed with structures of any kind and shall be preserved permanently <br /> for open space use. <br /> 13. Access to the project shall be from Old Barnstable Road at a point approximately <br /> 750 feet from its intersection with Route 151. Said main entrance shall <br /> be served by a gatehouse or other access control facility, as shall any <br /> other entrance required for fire protection or access to the beach and <br /> docks area. <br /> 14. Except in the area of the main entrance, a strip of land along Old Barnstable <br /> Road, being 20 feet in width between Route 151 and the main entrance <br /> area and 10 feet in width between the entrance area and Payamps Road, <br /> shall be reserved by the applicant for the express purpose of future public <br /> roadway improvements or placement of utilities or other public purposes. <br /> 15. In the area of the main entrance, an area of land adjacent to Old Barnstable <br /> Road and lying to the east of a straight line between a point 20 feet <br /> northwest of the curve located approximately 500 feet from Route 151 <br /> and a point 10 feet northwest of the curve located approximately 1050 <br /> feet from Route 151 shall be reserved by the applicant for the express <br /> purpose of future public roadway improvements or placement of utilities <br /> or other public purposes. <br /> 16. The applicant shall provide for the reconstruction, including all costs, <br /> of Old Barnstable Road between Route 151 and a point 1050 feet north <br /> of Route 151 in accordance with his expressed agreement to do so. Said <br /> reconstruction shall include left turn lanes of twelve (12) feet in width <br /> at the intersections of Old Barnstable Road with Route 151 and with the <br /> P.R.C. entrance road, as well as eleven (11) foot travel lanes and four <br /> (4) foot paved shoulder/berm on each side. Said reconstruction shall <br /> be completed prior to the issuance of the 301st building permit. Design <br /> of the reconstructed roadway shall require the approval of the Town <br /> Public Works Director and Town Engineer. The work performed must <br /> be authorized by the Board of Selectmen. <br />
