BOX 1108 <br /> f MASHPEE, MA 02649 <br /> BOARD OF APPEALS <br /> DECISION <br /> FOR A SPECIAL PERMIT <br /> RE: Application of Bernard Kelly for a Special Permit SP-89-07-79 <br /> A Petition was filed by Bernard Kelly of Mashpee, Massachusetts <br /> for a Special Permit to allow for a jewelry design studio workshop in <br /> an R-3 zoning district on property located at 609 Great Neck Road South <br /> (Map 104, Block 28) Mashpee, Massachusetts. <br /> Notice was duly given to abutters in accordance with Massachusetts <br /> General Laws Chapter 40A. Notice was given by publication in The <br /> Enterprise, a newspaper of general circulation in the Town of Mashpee, <br /> on August 28 and September 4, 1989, a copy of which is attached hereto <br /> and made a part hereof. <br /> A public hearing was held on the petition at the Mashpee Town Hall <br /> on Wednesday, September 13, 1989 at 7:30 p.m. at which time the <br /> following members of the Board of Appeals were present and acting <br /> throughout: Cheryl A. Hawver, Michael A. Makunas and William J. <br /> Hanrahan. <br /> Mr. Kelly informed the Board that he was a jewelry designer and <br /> manufacturer and proposed to conduct business by appointment only. <br /> He planned to have a small sign on the premises. <br /> The Board of Health expressed concerns about the possible contamination <br /> of groundwater and suggested that Mr. Kelly obtain a V.S.Q.G. permit from <br /> the Massachusetts Department of Environmental Protection. On December 19, <br /> 1989 the Board. of Appeals received a memo from the Board of Health stating <br /> the the application for the V.S.Q.G. license and a satisfactory water <br /> sample had been received and the Board of Health had no objections. <br /> The Board received a letter from two abutters objecting to any <br /> commercial uses in a residential area and expressing concern on the <br /> impact a business establishment would have on traffic on Great Neck <br /> Road South. <br />
