BOARD OF SELECTMEN <br /> MINUTES <br /> MONDAY, JANUARY 22, 1990 <br /> PAGE 2. <br /> were trying to determine how they could do the project without <br /> funding . <br /> Ms . Barnett submitted, for the Selectmen' s file, a copy of the <br /> application being sent to the Massachusetts Housing Finance <br /> Agency. <br /> 7 : 15 - Personnel Board - Jane Stockbridge and Marilyn Farren were <br /> in to discuss the Personnel Board ' s proposal for benefits for <br /> non-standard employees ( less than 20 hours ) . The proposal would <br /> include the positions of Administrative Clerk ( Floating Clerk ), <br /> Two Administrative Clerk ' s ( Leisure Services ) Library Aide, <br /> Floating Clerk ( position vacant ), Clerk/Police ( vacant ) , and <br /> Special Police Officers ( continuous year-round ) . <br /> Selectman Jacobson moved to accept the recommendation of the <br /> Personnel Board . Selectman Carter seconded the motion . All <br /> present were in favor. <br /> Personnel Board will schedule the necessary hearing . <br /> OLD BUSINESS <br /> 1 ) Appointment of Conservation Commission Member Ms . Simmons, <br /> Chairman of the Conservation Commission explained that Philip <br /> Kingsley withdrew his letter of .interest due to illness and Marcia <br /> Johnson also withdrew her candidacy. At this time Ms . Simmons <br /> recommended that Edwin Beeby be appointed to fill the vacancy. <br /> Selectman Lawrence stated that before we could consider this <br /> appointment the Board needed to discuss the length of term on the <br /> appointment of Mr. Halpern. Selectman Lawrence said it was his <br /> understanding that Mr. Halpern was appointed to fill the unexpired <br /> term of Mr. Rosenberg as the Board was not aware that more than <br /> one vacancy existed on the Commission. Selectman Lawrence said he <br /> felt it was an administrative error that needs to be corrected, <br /> and turned to town counsel for advice as to how this could be <br /> corrected . <br /> Town Counsel advised that it would simply take a vote of the Board <br /> to rectify. <br /> Selectman Jacobson explained that Selectman Carter had advised <br /> the appointment of Mr. Halpern would be for a length of term to <br /> expire June 30, 1990 . <br /> Selectman Carter stated that he thought the term of office was the <br /> same as if it were an elected position, which would be until the <br /> next election. <br /> Selectman Lawrence moved to appoint Mr. Halpern to the <br /> Conservation Commission for a term to expire on June 30, 1991 . <br /> Selectman Hanson seconded the motion. Selectman Carter was also <br /> in favor. Selectmen Gottlieb and Jacobson were opposed . <br /> +I <br />
