Barnett submitted, for the Selectmen' s file, a copy of the application being sent to the Massachusetts Housing Finance Agency. 7 : 15 - Personnel Board - Jane Stockbridge and Marilyn Farren were in to discuss the Personnel Board ' s proposal for benefits for non-standard employees ( less than 20 hours ) . The proposal would include the positions of Administrative Clerk ( Floating Clerk ), Two Administrative Clerk ' s ( Leisure Services ) Library Aide, Floating Clerk ( position vacant ), Clerk/Police ( vacant ) , and Special Police Officers ( continuous year-round ) . Selectman Jacobson moved to accept the recommendation of the Personnel Board . Selectman Carter seconded the motion . All present were in favor. Personnel Board will schedule the necessary hearing . OLD BUSINESS 1 ) Appointment of Conservation Commission Member Ms . Simmons, Chairman of the Conservation Commission explained that Philip Kingsley withdrew his letter of .interest due to illness and Marcia Johnson also withdrew her candidacy. At this time Ms . Simmons recommended that Edwin Beeby be appointed to fill the vacancy. Selectman Lawrence stated that before we could consider this appointment the Board needed to discuss the length of term on the appointment of Mr. Halpern. Selectman Lawrence said it was his understanding that Mr. Halpern was appointed to fill the unexpired term of Mr. Rosenberg as the Board was not aware that more than one vacancy existed on the Commission. Selectman Lawrence said he felt it was an administrative error that needs to be corrected, and turned to town counsel for advice as to how this could be corrected . Town Counsel advised that it would simply take a vote of the Board to rectify. Selectman Jacobson explained that Selectman Carter had advised the appointment of Mr. Halpern would be for a length of term to expire June 30, 1990 . Selectman Carter stated that he thought the term of office was the same as if it were an elected position, which would be until the next election. Selectman Lawrence moved to appoint Mr. Halpern to the Conservation Commission for a term to expire on June 30, 1991 . Selectman Hanson seconded the motion. Selectman Carter was also in favor. Selectmen Gottlieb and Jacobson were opposed . +I
