Board of Selectmen <br /> Minutes 5 <br /> January 11, 1999 <br /> APPOINTMENTS AND HEARINGS <br /> William Fisher-Plume Update? (continued) <br /> Mr. Fisher presented a report to the Selectmen relative to the above topic <br /> of discussion. The Storm Drain - 5 South plume (SD-5) scope of data was <br /> evaluated by Mr. Fisher. Investigation has proven that a portion of the plume <br /> discharges into John's Pond although the work performed by the military has <br /> not provided information to significantly improve the understanding of the <br /> "silt layer" informed Mr. Fisher. <br /> Mr. Fisher indicated that the lack of soil and hydrologic data from the silt layer <br /> make the conclusion that the silt layer is not a barrier to the upwelling of the <br /> plume into the pond is speculative. It appears that properties of silt layer were <br /> modified for the computer model to "allow" the plume to discharge to the <br /> footprint. It was noted that soil samples were not taken from the silt layer. The <br /> in pond borings did not penetrate the silt layer. <br /> We concur that an area of significantly elevated TCE exists indicated Mr. Fisher <br /> when referring to the TCE "hot spot." In addition, a detailed risk assessment of <br /> human and ecological health is in order informed Mr. Fisher. <br /> Additional information is contained in the Woodard and Curran document dated <br /> January 11, 1999. (enclosed) Copies of the report will be fumished to the MMR <br /> for comment. <br /> Mr. Taylor indicated that written comments postmarked by January 28, 1999 <br /> will be responded to in a Responsiveness Summary. He urged input from the <br /> community. Mr. Fisher will draft a memo to the MMR on behalf of the Board <br /> of Selectmen with respect to this regard. <br /> In other business, Mr. Fisher indicated that the CS-10 remediation project <br /> remains on schedule. The FS-1 system start up is expected to commence <br /> on April 1, 1999. He suggested the MMR factor in the full operation of the <br /> P-11 well which is a future water resource for the Town of Mashpee. <br />
