Board of Selectmen
Minutes
February 10, 2000
Present: Selectman Marsters, Selectman Leveille, Selectman Taylor,
Selectman Cahalane, Selectman Blythe
Town Administrator Robert Whritenour
Assistant Town Administrator Joyce Mason
Meeting Called to Order by Chairman Marsters at 6:35 p.m.
Town Hall, Conference Room#1.
Budget Workshop re: FY01 Fiscal Budget:
The Board of Selectmen held a workshop session for the purpose
of reviewing the FY01 fiscal budget. Diane Rommelmeyer, the
Town Accountant was in attendance.
Mr. Whritenour reviewed his budget recommendations for fiscal
year 2001 with the Selectmen. It was noted that the Town Accountant
advised and assisted with the budget preparation process.
The analysis of available revenues as dated February 1, 2000 was
reviewed. This year's budget recommendation is fully balanced within
revenues currently available, with no need for either an override or the
use of the Town's stabilization fund.
Mr. Whritenour recommended the Board adopt a Town-wide budgetary
goal to place 10% of the operating budget in stabilization to prepare for
unexpected changes in the economy, and expenditures as deemed
appropriate. He also suggested the Board defer decisions on the tax rate to
October.
The Selectmen reviewed the 2001 budget preparation by line item.
Town Receptionist—Full-Time Clerical Local 254:
To improve customer service, and assist residents at Town Hall, the
position of Town Receptionist was considered by the Board. It was
agreed that the position should maintain visibility to guarantee personal
contact to contribute with customer service efforts.
VOTE: 4-1. Motion carries.
Selectman Leveille in opposition.
The job description and function of the position will be further reviewed.
