Board of Selectmen <br />Minutes <br />August 8, 2016 <br />Annroval of anuointment to the Conservation Commission. Chad Smith:. <br />Correspondence was received from Chad Smith dated July 21, 2016 requesting to be appointed as a <br />member of the Conservation Commission. On July 28, 2016 the Conservation Commission voted <br />unanimously to recommend Mr. Smith's appointment as a full-time commissioner. <br />Motion made by Selectman Cabalane to appoint Chad Smith as a full voting member of the <br />Conservation Commission as recommended. <br />Motion seconded by Selectman Sherman. <br />VOTE: Unanimous. 5-0. <br />Roll Call Vote: <br />Selectman Gottlieb, yes Selectman Cahalane, yes Selectman O'Hara, yes <br />Selectman Cotton, yes Selectman Sherman, yes Opposed, none <br />Review and annroval of Draft #1 of October Town Meeting Warrant:_ <br />Draft #1 of the Annual Town Meeting Warrant of Monday, October 17, 2016 was presented to the <br />Board of Selectmen in their informational packet for review. It was recommended the Board conduct <br />an initial review of the articles prior to the next draft. Any questions shall be directed to the Town <br />Manager, and Department Heads, boards, committees if required would be present at the next meeting <br />to review their submissions. It is anticipated the Board of Selectmen would formally vote on the <br />warrant at their meeting of August 22, 2016. <br />Late filed is an article unanimously approved by the Capital Improvement Program (CIP) Committee <br />at their August 4, 2016 meeting to recommend a Town Meeting article to the Board of Selectmen to <br />transfer the sum of $83,000 from the Ambulance Receipts Reserve Fund for Appropriation Account to <br />the Fire & Rescue Department Fiscal 2017 Expense Account to fund a new medical and fire reporting <br />system. <br />Fire Chief Tom Rullo was in attendance to review the replacement project with members of the Board <br />of Selectmen. The current medical reporting software is being replaced by the vendor and it has <br />become cost prohibitive. The current fire reporting software has been discontinued, and the vendor has <br />requested the Town replace the product. A new system could integrate the dispatch of medical and fire <br />reports. The new component also interfaces with ambulance billing. The purchase includes training <br />and would provide for more accurate data input and integration with the state dispatch center. It was <br />noted the current software in not correctly reporting data and there is risk of system failure. <br />In the matter of compliance, the CIP unanimously recommended an article for the Fire Department to <br />upgrade their dispatch system using ambulance receipts funding. <br />
