Dear Chairman Crowell:
The Town of Mashpee highly values its partnership with the Wampanoag Tribe, We
have found the Inter -Governmental Agreement CIGA) between us has served both
parties well and has been a useful context for the discussion of issues of mutual
interest. It is within the spirit of cooperation embodied by the IGA that we write to
inquire about Tribal Council's official stand on articles 21 and 22 of the Annual
Town Meeting.
Both articles were submitted by citizen petition and address issues of land
disposition and the formal relationship between the Town and the Tribe. As petition
articles, they appear on the warrant by right and the Board of Selectmen has yet to
take a position on the articles. Understanding the position of Tribal Council on these
articles, especially given how directly they address issues at the heart of the IGA,
would help inform the Board as it deliberates on a recommendation to Town
Meeting. In the event that the articles have the formal support of the Council, please
provide some insight into how you see these articles as conforming to the terms of
the IGA and why this approach is preferable to working through the issues s of
concerns within the context of the IGA before going directly to Town Meeting.
As always, we look forward to continuing our productive and positive relationship
with the Tribal Council and eagerly awaityour response.
Sincerely,
