htto://www.townofbarnstable. us/harbormaster/Moorina%20Reaulations.r)df <br />The town of Harwich has a new designated mooring field for 15 moorings on long pond because <br />moorings are riot allowed in front of private property unless it is in fact that property owners mooring. <br />see this article: <br />hftt)://caDecod.wickedlocal.com/article/20140327INEWS/140326454 <br />To protect the property owners WE NEED a bylaw that states "No mooring permits shall be issued to non <br />residents and proof of residency is required." <br />- — — — --Secondly we -need -a -bylaw -that states -"No -mooring -shall -be. placed in -front of.private, property unless it_, <br />belongs to that property owner." — <br />If the town does not feel it can implement the residency requirement like Barnstable it needs to of a <br />minimum to designate a mooring field in front of the state boat ramp for the "out of towners" of which is <br />the only legal public access for a non resident to get to his boat without trespassing and parking on <br />private property. <br />Problem #2 is an out of control number of "out of town" jet skislcampers which launch from the town <br />beach and park in and around designated swim areas at the otis end of the lake on weekends. There are <br />many of them and they also tie up to trees around the conservation fish ladder. The town beach looks like <br />a cross between a Prat party and an overcrowded section of Rio de Janeiro. These people treat the <br />property like a third world street corner spilling fuel in the.lake, leaving trash, setting up tents, having fires <br />at night, etc. They leave rotten baby diapers and broken bottles there ( I sent pictures of this to Ken <br />Bates) and in the woods in and around the fish ladder. This is on town property and what becomes <br />private property belonging to Southport to right of the fish ladder (as if in a boat in the lake). These people <br />not only lack respect for our back yard they also drive erratically and unsafely jumping my boat wake <br />while pulling a skier and coming dangerously close to swimmers and coastline at high rates of speed. I <br />own jet skis myself and very much enjoy them so I do not advocate an all out ban like Sandwich has <br />done, I ride respectfully and law abiding. I am however proposing that the town should implement a bylaw <br />the same as Barnstable has done for take Wequaquet. <br />They allow jet skis on the lake but for residents only.. ... ....period. No out of town jet skis. This got rid <br />of many of their similar problems and preserved the area for the residence. <br />The state has passed legislation allowing towns to restrict PWC use in small bodies of water to help <br />preserve these bodies. <br />see <br />httD://www.sierraclubmass2.ora/issues/leaislative/owc.htm <br />We need to limit jet skis to residents only on our lakes. <br />Thank you for your attention to these matters of safety and preservation. <br />Mike Cannata <br />774-836-0335 <br />
