16 <br /> <br /> <br />Board of Selectmen <br />Minutes <br />September 9, 2015 <br /> <br />Review and Execution of the October 2015 Annual Town Meeting Warrant: (continued) <br /> <br />Article 11: $100,000 to the Sewer Commission Facilities Study Account to fund the hiring of an <br />engineering consultant to complete the necessary studies and analysis as well as <br />preliminary design necessary for the connection of various properties to the existing <br />Mashpee Commons and Wampanoag Village wastewater treatment plants. <br /> <br /> It was agreed the article would be funded from free cash, and submitted by the Board of <br />Selectmen. <br /> <br />Motion made by Selectman Gottlieb to endorse and recommend Article 11 on the <br />October 2015 Town Meeting Warrant. <br />Motion seconded by Selectman O’Hara. <br />VOTE: Unanimous. 5-0. <br /> <br />Roll Call Vote: <br /> Selectman Cahalane, yes Selectman Sherman, yes <br /> Selectman Gottlieb, yes Selectman O’Hara, yes <br /> Selectman Cotton, yes Opposed, none <br /> <br />Article 12: $80,000 to the legal and engineering account to support the development of inter- <br />municipal agreements with Falmouth, Sandwich and Barnstable regarding shared <br />responsibility for the nutrient cleanup of Waquoit and Popponesset Bays consistent with <br />the Section 208 Plan, and the negotiation and establishment of a Memorandum of <br />Understanding and/or contracts for use of, acquisition of, and connection of additional <br />properties to existing private wastewater treatment plants, and to develop and maintain <br />permits and monitoring plans to ensure the Town is compliant. <br /> <br /> The article is a re-draft and combines previous articles at a reduced cost. The <br />distribution of funds shall be directly controlled by the Town Manager.
