291 <br />-12- <br />103rd. ANNUAL TOWN MEETING WARRANT <br />ARTICLE 3$. To see if the Town will vote to raise and appropriate <br />or take from available funds the sum of $20,000 to be added to the <br />Fire Dept's Capital Outlay Account. Submitted by Fire Department. <br />ACTION: Motion made and seconded and amended to raise and appropriate <br />$10,000. Unanimously Voted. <br />ARTICLE 39. To see if the Town will vote to raise and appropriate <br />' or take from available funds a sum of money for the purpose of six <br />(6) home receivers for the Fire Dept. Submitted by Fire Department. <br />ACTION: Motion made and seconded to raise and appropriate $4$0.00 <br />for four (4) receivers. Amended, so voted. <br />ARTICLE 40. To see if the Town will vote to enact the following by-law. <br />No person shall saunter or loiter on a street or sidewalk in such <br />manner as to obstructttravelers, but nothing in this section shall be <br />construed to curtail, abridge or limit the right of opportunity of <br />any person to exercise the right of peaceful persuasion guaranteed <br />by Section 24 of Chapter 149, of the General Laws, or to curtail, <br />abridge or limit the intent of any statute of the Commonwealth of <br />Massachusetts. <br />Whoever violates any portion of this by-law shall be punished by <br />a fine of not more than fifty ($50) dollars for each offense. Sub-m- <br />mitted by Selectment <br />ACTION: Motion made and seconded that Article 40 accepted as read. <br />So voted. <br />ARTICLE 41. To see if the Town will vote to raise and appropriate <br />or transfer from available funds the sum of $6,100 said sum to be <br />used to defray unpaid wages for the period 1 April '74 to 30 June '74 <br />or take any other action thereon, Submitted by Police Dept. <br />ACTION: Moved and seconded to delete the words raise and appropriate <br />"Defray unpaid'' and use "to be used for wages". Moved and seconded <br />to accept article 41 as amended. So voted. <br />ARTICLE 42. To see if the Town will vote to authorize the appointment <br />of two additional police officers and to raise and appropriate or take <br />from available funds the sum of $17,,700 said sum to represent the <br />annual salary of both appointees the additional amount to provide for <br />promotion of a Senior Patrolman to Sergeant or take any other action <br />thereon. Submitted by Police Department. <br />ACTION: Moved and seconded to amend to delete the section of words <br />"the additional -amount to provide for promotion of a Senior Patrolman <br />to Sergeant" Amendment Carried. Also to add at end;,of sentence <br />"in accordance with Section 70 of Salary Administration Plan." Delete <br />"or take from available funds". Accepted as Amended. So Voted. <br />ARTICLE 43. To see if the Town will vote to accept Section 6B of <br />Chapter 40 of the General Laws which states: - <br />A city or town which accepts or has accepted this Section may appropr- <br />iate money for the purchase of uniforms for members of its police and <br />fire departments and its shellfish constabulary, which may include <br />the purchase of rubber boots, shoes, and other outer clothing necessary <br />for the use of members of the police and fire deartments and hhellfish <br />constabulary when travelling to or from or during the course of their <br />employment, or take any other action thereof. Submitted by Police <br />Bepartment . <br />ACTION: Moved and seconded to delete all words after General Laws. <br />Unanimously voted. <br />ARTICLE 44. To see if the Town will vote to raise and appropriate <br />or take from available funds, the sum of $3,$00 to be transferred <br />to the Disposal Area Expense Account for further restoration of the <br />building which the Town purchased for use at the Town Disposal Area <br />or take any other action thereon. Submitted by Board of Health. <br />
