ACTION: Motion duly made and seconded to accept Article 11 as read. So voted. Article 12. To see if the Town will vote to add $10,000 to the Stabilization Fund, said sum to be raised and appropriated or take any other action thereon. ' ACTION: Motion made and seconded to amend Article 12 to read: To see if the Town will vote to add $10,000 to the Stabilization Fund, said sum to be transferred from the Revenue Sharing Account. Motion made and seconded to accept Article 12 as amended. So voted. Article 13. To see if the Town will vote to amend Article 1 - Section 1 (A) of the Town By -Laws to provide that the Annual Town Meeting shall be held on the first Monday in April at 7:00 o'clock p.m. each year and to further provide that the election of Town Officers shall be held on the Wednesday immediately preceding. ACTION: Motion made and seconded to amend Article 13 to read: To see if the Town will vote to amend Article 1 - Section 1 (A) of the Town By -Laws to provide that the Annual Town Meeting shall be held on the first Monday in May at 7:00 o'clock p.m. each year and to further provide that the election of tYb Town Officers shall be held on the immediate following Saturday. Motion made and seconded to accept Article 13 as amended. So voted. Article 14. To see if the Town will vote to have the members of the Finance Committee elected at the annual election of Town Officers. ACTION: Motion made and seconded to amend Article 14 to read: To see if the Town will vote to have the members of the Finance Committee elected by Australian Ballot at the annual election of Town Officers ' commending with the Annual Election of 1976. Motion made and seconded to accept Article 14 as amended. Motion carried 199 to 108. A vote. Article 15. T@ see if the To4m will vote to petition the General Court for the Town to pay the sum of $600.00 as a moral obligation of the Town for three(3) police cruisers delivered the latter part of January 1975 or take any other action thereon. ACTION: Motion made and seconded to accept Article 15 as read. Motion was defeated. Article 16. Shall the Town vote to have a by-law to provide for the appointment by the Selectmen of a Town Constable for a term of one (1) year. ACTION: Motion made and seconded Article 16 be amended to read: Shall the Town vote to have a by-law to provide for the appointment by Seelctmen of a Town Constableffor a term of one (1) year commencing in 1976. Motion made and seconded to accept Article 16 as amended. So voted. Article 17. To see if the Town will vote to have its Selectment appoint the Harbor Master. Term of office to be one(1) year. ACTION: Motion made and seconded to amend Article 17 to read: Commencing in 1976, the Selectmen shall apoint the Harbor Master for a term of one (1) year. The Personnel Board shall establish job qualifi- cations and make their recommendations to the Board of Selectmen. Motion duly made and seconded to accept Article 17 as amended. So voted. Article 18. To see whether the Town will vote to enact the following By-law: Whoever places, throws, deposits or discharges, or causes to be placed, thrown, deposited, or discharged, any trash, refuse, rubbish, rubber tires, or debris or any other materials of any kind upon land of another without permission of the owner of the person in charge thereof, shall be punished by a fine of not more than fifty dollars.
