° Town of Mashpee <br />9R�'nn�rii:E �� crT <br />16 Great Neck Road North <br />Mashpee, Massachusetts 02619 <br />BOARD OF ASSESSORS - EXECUTIVE SESSION <br />Mashpee Town Hall — Tuesday, April 28, 2015 <br />Assessor's Office <br />Board Members Present: <br />Gregg Fraser, Chairman <br />Sheldon Holzler, Vice Chairman <br />Paul Andrews, Clerk <br />Also Present: <br />Jason Streebel, Director of Assessing <br />Chairman Gregg Fraser called the meeting to order at 6:06 PM. <br />Gregg Fraser made a motion to add to the agenda a letter received from Mr. Machado of 20 Quinn <br />Way as an item not anticipated for discussion, for reconsideration of his property abatement <br />application. Paul Andrews seconded the motion. The motion was unanimously approved. <br />Jason Streebel stated that the Board had previously reviewed Mr. Machado's abatement application <br />for his property at 20 Quinn Way, and had denied his request. Mr. Streebel reported that Mr. Machado <br />had purchased the condo unit from Mr. Borenstein unfinished, on July 14, 2014, at a price of $584,000. <br />Mr. Machado felt that the property had been over -assessed at $596,000 as of Jan. 1, 2014 because <br />the property was still unfinished. Mr. Machado is suggesting that the property should be valued at <br />$475,000. Mr. Machado, a tax specialist, has threatened to go to the ATB with his case. Jason <br />Streebel stated that the property had been assessed at the purchase price, and that the assessed <br />value cannot be placed based on the additional work completed on the inside of the condo unit. Mr. <br />Streebel stated his feeling that the market value on the unit as of Jan. 1, 2015 was not going to be less <br />than what he paid for the unit on July 14, 2014. After further discussion, the Board agreed to reduce <br />the assessed value to 96% of the purchase price, or $560,640. <br />RE: Personal Porperty exemption applications listed on Report # 04282015 G. Jason Streebel was <br />recommending approval of the applications on the report. <br />RE: Mashpee Commons, LLC Real Estate Abatement requests for two parcels located on Jobs <br />Fishing Road. Jason Streebel stated that he met with Mashpee Commons folks including engineers <br />and some of their people from New York to go over the details of their requests. Phase I A, Parcel <br />#74-20A-0, has completed a lot of engineering and site work necessary in preparation for building on <br />the lot including taking down the hill in order to put in the infrastructure. <br />If the Board agrees, Jason Streebel is suggesting that we give some token adjustments for FY 2015 <br />and FY 2016 in view of all the topography and infrastructure work that has been done. For Parcel, <br />#74-20A-0 the assessed value would be reduced from $5,480,800 to $3,562,500. For Parcel #74- <br />206-0, the adjustment would be from $1,827,900 to $1,370,900. Jason Streebel stated that Mashpee <br />Commons is one of the Town's pet projects. The Board of Selectmen and the Town went out of their <br />way to get the project going. The project will include infrastructures and roads that will be for public <br />use. The appraiser has estimated that when the project is completed as of 1/01/2016, the property <br />
