'd__.—
B 1RRllA2 BL-ICH RLi-ORT - May 28, 1980
Barbara Sloane and Ken Pecci
Thr first speaker was Hobert Herbst, ;Issistant Secretary of
the Interior - The Year of The Coast . I spoke personally to
Mr. Herbst at a break and learned that should the Ar:ny, Navy
or Marines want to have any sort of nanuveri on our shores ,
they must go through the proper channels, starting with
Conservation Commission . This pleased me no end , I was
correct !
His main point , well taken, "Our shores can tolerate winds ,
storms , etc . but, not wood and concrete! "
Various other speakers nade the following points :
Ive must write CEQ (Council on Environnental Quality) , Mr.
Malcolm Baldwin - Washington, D. C. on getting their act
together to pass the Burton Bill .
Another Bill, H.B 2686 (Con,gress.nan Buapers of Arkansas)
"Truth in Coastal Developnent" demands that Flood Plain
Ins. can be denied , that interstate lana developers suffer
the consequces of not fully reporting .to buyers potential
problems of building on beaches and barrier beaches , etc .
Talked to Betty Woodie (rem.mber her?) re : llashpee . ;She
believes t*t the state should take over South Cape aad she
has done a great deal of study on this . She also mentioned
that the title searches will be host difficult. Site also
has a super idea about CZ',I ponies . Since they are loosing
for innovative ideas , she gave us a goodie : propose a grant
to set up a snall seainar . for eitik' just us or include
Falnouth - perhaps a day tiling - aad brie in Rich Delemey
(CG'11), a weather person, Les S.ni th (C611 coastal person) ,
Arlene 4Iilson (pernitting) and a land nanageneat person.
Neat idea - we need all the help we can get !
There is an Environnental `Jediation Board set up is sone
cities and towns to prevent legal actions. Good idea re :
Feguson, Sanchez , etc .
It is only within the last five years or so that Barriers
have been discovered to be as i.nportant as they are. Previous-
ly they were ignored . However now the scientists realize
their vast importance . I tiave sent for "Park Service
Inventory Report on Barrier Islands" . There are 47 un-
developed one in the Com.aonwealth - so far!
We should check on orientation of dwellin- for Flood Plain.
I would suggest that when next a Barrier Island Conference is
given that a person or persons go for the entire tine -
:nuch nore inronati.on plus the contacts aade are very important .
Barbara Sloane
Fen Pecc i
