+ I <br /> f <br /> Open Space <br /> Tom noted that in terms of protecting open space, there are no additional parcels available for <br /> development around Main Street. The last parcels are the sandpit that will have a Kenmark <br /> Office Supply next to the 40B subdivision under construction. Lots of open space is owned by <br /> the town land bank. <br /> I <br /> Scenic Road <br /> Mashpee tried to make Rte 130 a scenic road a few years ago, and the DPW shot it down. <br /> Demolition Delay <br /> DD review is usually based on the age of the building. The Bldg Inspector forwards the <br /> application to the historical commission, which holds a public hearing to determine whether the <br /> building should be "preferably preserved." Delay is usually 6, or now more commonly 12 <br /> months. There are lots of success stories. Even though it's a weak tool, if the building is <br /> demolished it creates a good public educational process. <br /> Neighborhood Architectural Conservation District <br /> NACDs have advisory review of new construction, major alterations, and demolition. <br /> Everything else is exempt. Cambridge has thousands of buildings in NACDs. <br /> Review is under home rule, so is binding. It is passed as a general bylaw. There are no takings <br /> or land use issues, and as long as wording is careful, it does not conflict with zoning. Design <br /> guidelines are included in the bylaw. Chris gave a hard copy to Tom of a model bylaw recently <br /> reviewed with the attorney general.. <br /> Property Values <br /> Lee asked about studies of whether property values go up or down in historic districts. Chris has <br /> a website he will provide information about. <br /> Preservation Restriction <br /> PR goes with the deed. Can use CPA funds to buy PRs—could be a top goal of the CPA <br /> committee. <br /> National Register <br /> NR has advantages and disadvantages. It is primarily honorary, but it is one way to accomplish <br /> number one protection-public education. Listing provides some protection under public <br /> projects about 8-10,000 projects are reviewed by MHC per year. Chris agrees there is an NR <br /> eligible district at the town center. <br /> Archaeological Overlay District <br /> Can be part of site plan review under zoning or home rule. PAL has given Mashpee a proposal to <br /> complete a town-wide archaeological reconnaissance and sensitivity study that can be the basis <br /> for archaeological protection.
