� A <br /> Town of Mashpee <br /> Historic District Commission <br /> Minutes of Meeting <br /> May 21,2008 <br /> Present: Chair Lee Gurney, Joe Mullin, Mike Robbins, Wayne Picard <br /> Absent: Earl Mills <br /> Also present: Town Planner Torn Fudala, Town Building Dept-Rich Stevens, Pat White, Charlie <br /> Maintainis, Town Clerk, Debbie Dami <br /> The meeting of the Historic District Committee began at 4:35 pm <br /> New Business: <br /> Members of the Building Department and Town Clerk's Office attended this evening's <br /> meeting to discuss the application process, and share their comments regarding the Mashpee <br /> Historic District Manual draft. <br /> Application Process <br /> The Building Department distributed a list of the addresses within the Historic District. <br /> Ms. White is utilizing the"GEO"computer system to flag land parcels located in the District. <br /> Presently, Bruce Stello is working on a better notification so that any projects within the Historic <br /> District will automatically be red-flagged and Departments using the computer system will be <br /> aware that the project needs to be reviewed by the Historic District Commission. <br /> Mr. Fudala intends to have Historic District Commission application forms readily <br /> available at Town Clerk's Office, Building Department and the Planning Board, as well as <br /> having it available online. For reviewing purposes,three copies of the application will be <br /> submitted by the property owner. One copy will remain with the Town Clerk and the <br /> information entered,the other two copies will be forwarded and reviewed by Mr. Robbins and <br /> Mr. Picard of the Historic District Commission. Ms. Dami suggested that the Historic District <br /> Commission acquire a mailbox so that Mr. Robbins and Mr. Picard have access to the <br /> applications for the initial review. The Historic District Commission designees will determine if <br /> the project qualifies for a Certificate of Non-Applicability or if it must be reviewed further by the <br /> Commission for a Certificate of Appropriateness. It was determined that the two designees can <br /> sign off on a Certificate of Non-Applicability rather than having it reviewed by the Commission. <br /> A question was raised regarding who would be responsible for the notifications of public <br /> hearings. It was discussed whether the responsibility would be with the Town Clerk's Office or <br /> if the Board Secretary would send out regular mailings of hearing notices. Discussion continued <br /> regarding fees associated with the applications, and whether those fees might cover the mailing <br /> costs. Property abutters within 100 feet of the project, and in view of the public way, will need <br /> to receive the hearing notice. The Historic District Commission has not required a separate <br /> mailing fee, but does have a flat.fee for applications other than Non-Applicability. <br />
