Mr. Fudala wishes to revisit the$4 fee for Non-Applicability review by Mr. Robbins and Mr. <br /> Picard. When a property owner initially applies for the Certificate of Appropriateness the application <br /> does require a fee. The Commission agreed it would like to set as policy no fee collection until after <br /> the initial review. <br /> Mr. Harding asked if this was the final draft of the document and would residents receive a <br /> copy of the approved document. Once the Historic District Manual is approved, it will be the final <br /> copy. However,the Manual can be amended. The Chair indicated that it may not be cost effective to <br /> mail the Manual to every property owner in the District,particularly if they are not interested in <br /> receiving it. The document can be located on the Town of Mashpee website and copies will be made <br /> available at Town Hall. <br /> Mr. Trottier inquired as to whether or not the Commission will be able to pursue grants. The <br /> Chair indicated that funds may be available through the Community Preservation Act funds. The hope <br /> is that grants or loans would be available to property owners to assist them with their projects. <br /> The Commission will change wording on the application to read, "Fee required only after the <br /> public hearing" and.will add the text to the procedural section. <br /> Motion was made by Mr.Robbins to approve the Mashpee Historic District Manual as <br /> corrected. Motion seconded by Mr. Mullin. All voted unanimously. <br /> It was also discussed that the Commission send a letter to property owners advising them of the <br /> Historic District requirements and notifying them that copies of the Historic District Manual will be <br /> available at Town Hall in late July or early August. <br /> Motion was made by Mr.Mills to send a letter to property owners to advise them that the <br /> Historic District requirements are in effect as of August 1 and where to obtain a Manual. <br /> Motion seconded by Mr.Robbins. All voted unanimously. <br /> An announcement was made that 2 positions remain open on the Historic District Commission. <br /> Motion was made by Mr. Mills to adjourn.
