5 <br /> Board of Selectmen <br /> Minutes <br /> February 13, 2017 <br /> APPOINTMENTS & HEARINGS: <br /> Catherine Laurent, DPW Director: <br /> Discussion of FY 2018 Transfer Station Contract: <br /> Catherine Laurent, Director of Public Works was in attendance to further review the FYI <br /> Transfer Station operation and budget. It was noted the Town received one bid from the current <br /> operator, Gotta Do Contracting, LLC which was higher than the amount budgeted. Although a <br /> 2.5% increase from FYI was assumed for operational and hauling costs, the Town negotiated <br /> potential options to reduce the bid amount. <br /> The following options were identified; <br /> Option 1 —Contract Length: <br /> The one-year contract bid is $442,588. (+$20,000) <br /> If a three-year contract was awarded the bid in FY 18 is $434,000, in FY 18 $444,000 and in <br /> FY20 $454,000. If the Board of Selectmen agreed to a three-year contract, the operator has <br /> agreed to reduce the cost. <br /> Town Manager Rodney C. Collins indicated he is attempting to avoid a three-year contract, and <br /> recommended the Board opt for one year with the additional $20,000, and then re-bid the <br /> contract. <br /> Option 2—Cardboard & Scrap Metal: <br /> Currently, the Town pays for the hauling of cardboard and scrap metal, and retains any revenue <br /> received from these materials. <br /> The contractor has proposed to haul the materials at no additional cost, but would retain any <br /> revenue received from these materials. <br /> In FY18 it is projected the hauling for the above materials is approximately $21,000. For <br /> comparison, revenue received in FY15 was $43,300 and in FY16 it was approximately $25,000. <br /> In considering these options it was recommended the Town accept Option 1, and decline Option <br /> 2. Approval of Option 1 would reduce the budget shortfall of$20,000 to an estimated $7,000. <br /> Approval of Option 2 would create a significant loss to the Town. <br /> Motion made by Selectman Cotton to approve a one-year agreement with Gotta Do <br /> Contracting, LLC in the amount of$442,588; Option 1 as recommended <br /> Motion seconded by Selectman O'Hara. <br /> VOTE: Unanimous. 5-0. <br /> Roll Call Vote: <br /> Selectman Gottlieb, yes Selectman Cahalane, yes Selectman O'Hara, yes <br /> Selectman Cotton, yes Selectman Sherman, yes Opposed, none <br />
