13 Board of Selectmen Minutes February 27, 2017 Review and approval of Draft 41 of the May 2017 Annual and Special Town Meeting Warrants: Annual Town Meeting Warrant: (continued) Article 46: To establish a Capital Stabilization Fund for the purposes of funding Town capital expenses, including debt service and other related costs. To set aside funds for future capital expenditures to ensure the Town will maintain its assets at a level adequate to protect the Town's capital investments and to minimize future maintenance and replacement costs. Motion made by Selectman Cahalane to approve and recommend Article#6 of the Annual Town Meeting warrant. Motion seconded by Selectman Cotton. VOTE: Unanimous. 5-0. Roll Call Vote: Selectman Gottlieb, yes Selectman Cahalane, yes Selectman O'Hara, yes Selectman Cotton, yes Selectman Sherman, yes Opposed, none Article 47: To authorize $1,500,000 in borrowing authorization for various capital costs associated to the maintenance and repair of Town buildings and roadways. HELD Article 48: Quashnet School Project; HELD Article 49: Placeholder to transfer use of 950 Falmouth Road to Affordable Housing HELD Article#10: Placeholder to transfer use of 209 Old Barnstable Road to Affordable Housing. HELD With respect to the above two similar articles placed on hold, it was noted the Town should be receiving the results of the feasibility study by the end of the week. Article 411: $540,607 to establish a budget for the PEG Access and Cable Related Fund for FYI 8. This is a requirement of the Department of Revenue. Motion made by Selectman Cahalane to approve and recommend Article#11 of the Annual Town Meeting warrant. Motion seconded by Selectman Sherman. VOTE: Unanimous. 5-0.
