7
Board of Selectmen
Minutes
July 24, 2017
APPOINTMENTS&HEARINGS
Discussion of compression machine grant, Thomas Rullo,Fire Chief:
Thomas Rullo Fire Chief was in attendance with several members of the Fire Department to
publicize the Lucas Chest Compression System acquired through grant funding earlier this year. The
Lucas system delivers effective and consistent chest compressions with a minimum of interruptions.
Each of the three ambulances will be outfitted with the Lucas compression machine.
The Lucas system will significantly improve the quality of the service provided by the Mashpee Fire
Department, and increase the consistency of compressions to manual CPR, at site locations and during
ambulance or helicopter transportation. This is a new and improved model with a life expectancy
projection of 7-10 years.
Update on Draft 2017 Hazard Mitigation Plan, Cape Cod Commission:
Chloe Schaefer, Community Design Planner for the Cape Cod Commission reviewed the draft 2017
Hazard Mitigation Plan with members of the Board of Selectmen. The new plan is an update from 2004,
and will assist communities in becoming more resilient in taking actions for risk and loss of life. Ms.
Schaefer reviewed the planning process and natural hazards associated to the Hazard Mitigation Plan.
Natural hazards highly likely include coastal erosion, flooding, fire, high winds, hurricanes and tropical
storms, sea level rise, drought, severe winter weather and thunderstorms. The vulnerability analysis for
the Town of Mashpee was reviewed. The full 250 page plan is available for the Selectmen's review in
the Office of the Cape Cod Commission. Prior to the Selectmen's vote of adoption, recommendations
may be forwarded to Ms. Schaefer.
The Board of Selectmen requested the full length of the plan be forwarded for additional evaluation.
With respect to mitigation measures, both previous and new, it was determined the Board would address
these concerns in an effort to assist residents in the mitigation of risk for known hazards. It was agreed
the Town Manager would give procedural input to the Board in the form of a plan to address these
issues. Mitigation actions include structure and infrastructure, planning and development and outreach.
The Board agreed to further review the Hazard Mitigation Plan at their August 7,2017 meeting.
With approval, the document would be submitted to MEMA/FEMA for final review and approval.
