7 <br /> Board of Selectmen <br /> Minutes <br /> September 11, 2017 <br /> APPOINTMENTS & HEARINGS <br /> Update on the Cgpe Cod Re ional Technical Hilzh School Construction Project Robert Sanborn <br /> Superintendent--Cape Cod Regional Technical High School: (continued) <br /> It was revealed the Board of Selectmen has not received a formal response with respect to the letter of <br /> March 6, 2017. In response, it was disclosed that Mr. Sanborn invited the Town Manager and <br /> current Chair to tour the school and it was noted the School Superintendent has been working on the <br /> financials of the project to realize cost reductions. Mr. Sanborn indicated the <br /> project cost has had a negative increase. Stating he has been working on the per pupil expenditure, Mr. <br /> Sanborn indicated he cannot make promises nor changes to the regional agreement. <br /> It was noted the Town of Dennis Finance Committee held a meeting last month regarding this matter <br /> voicing concern with respect to per pupil costs. From a fiscal perspective, the assessment to each town <br /> for the debt service will change from year to year based upon the then student enrollment which makes <br /> financial planning difficult. <br /> The matter of the $16 million debt obligation and the absence of a plan were discussed. In six weeks, <br /> the Town of Mashpee is expected to vote on the commitment without a financial plan or debt exclusion <br /> in place associated to this expenditure. If there is no funding plan, the funding for this project would <br /> derive from the operational budget. It was noted the Town of Barnstable with the largest enrollment of <br /> students is presenting a Proposition 2 %Z debt exclusion question to their voters this month. <br /> The Board of Selectmen agreed to further review this matter, and to adequately inform the citizens, It is <br /> recommended this topic be placed on a Selectmen's agenda prior to October 24"'. If a debt exclusion is <br /> required, a ballot question would be asked of the voters at the May 2018 election. <br /> It was also decided the Board of Selectmen would remit another letter to the Cape Cod Regional <br /> Technical School Superintendent in request for answers asked to previous questions. <br /> In closing Mr. Sanborn indicated that an informational meeting is planned to be held at the Mashpee <br /> Library on September 26, 2017 at 6:00 p.m. An additional meeting is scheduled to be held at the same <br /> venue on October I I"' at 6:00 p.m. to inform the citizens of this project. Voters are encouraged to <br /> attend, and flyers will be distributed. <br />
