8 <br /> Board of Selectmen <br /> Minutes <br /> i <br /> August 19,201 <br /> -.October Town Meetinp,warrant Review—Draft#3: (continued) <br /> Article 1 : To appropriate from the Community Preservation Fund Budgeted <br /> Reserve, $650,000 to conduct the Great River Boat Ramp Improvement Project <br /> by reconstructing the ramp and landing,the pier and attached floating docks. The <br /> new pier would be handicap accessible and constructed of durable, light-weight <br /> maintenance fie aluminum to emit light to promote eelgrass and shellfish habitat. <br /> F The project which requires engineering and design also includes the <br /> reconstruction and enlargement of the pig lot with improved drainage and <br /> bio-retention to prevent discharge into the waterways. <br /> Catherine Laurent, Director of Public works indicated this is the primary ramp <br /> used by the Town, and it is the only boat ramp on the waquoit side of the bay. <br /> The multi-project replaces the existing ramp and Moat structure. The project <br /> includes the reconstruction of the existing parking lot and the expansion of the <br /> parking lot to double its cuent site. It was noted the project was presented to the <br /> Community Preservation Committee in a three-year phased approach. It was <br /> deemed most cost effective to consider this project-as a one-tine expense. <br /> Iandicp accessibility to the ramp is also an added advantage to the project, <br /> The Board of Selectmen related concern with respect to the Land Bank debt, and <br /> the expenditure of this amount of fimding for a one-tune project when monies <br /> i could be fairly spent on all Town ramps versus one Town ramp. <br /> In concern to adhering to debt obligations related to the Land Bank, it vas <br /> disclosed the Town_Manager and Town Accountant are scheduled to meet with <br /> the Community Preservation Committee at their September meeting to review <br /> five-year plan of fmances,to ensure the Town's Land Bank debt commitment is <br /> met by 2020 in the event the Town would elect to eliminate the % surcharge. It <br /> is anticipatedthe CPC Chair will recommend the CPC defers spending from its <br /> � g <br /> Budgeted Reserve for one to two years to safeguard expenditures, Un er laver,the <br /> Town is.not able to reject the surcharge until the debt obligation s met. <br /> i <br /> Two-thirds of the projected budget is anticipated to be expended on parking and <br /> road improvements-, The cost of the ramp reconstruction is $215,00 . With-Town <br /> Meeting approval in October,-the project in its entirety is expected to be <br /> completed before the onset of the 2014 boating season. <br />
