MASHPEE ZONING BOARD OF APPEALS <br /> MEETING MINUTES <br /> OCTOBER 11, 201.7 <br /> Although only five of the units are affordable units, all 22 that are built qualify for the <br /> Town's quota, and are all rentals. <br /> Mr. Furbush asked if there were any changes made to the landscape plan that were <br /> approved. Mr. Feronti said; no, they may have shifted some trees around but no major <br /> changes.. He said he can provide a summary if the Board would like. <br /> Mr. Feronti said that both Buildings 44 and 46, the last two buildings on the west side of <br /> the street have six units,both buildings came in well over Budget. They are possibly looking <br /> to adding more units,or shifting units around,or might even consider a single-family home. <br /> Everything is on the table to figure out how to build this complete neighborhood. If and <br /> when the changes are made, he would come back to the Board. <br /> Mr. DeBarros asked what was considered affordable. Mr. Feronti said the five units that <br /> are deeded affordable is the formula that is used for the medium income established within <br /> Barnstable County and the State. The 40B threshold is the 80% of the adjusted medium <br /> income and out of that 80% there is a certain percentage allowed to spend on the housing <br /> quota. The State establishes the rental rates for a one bedroom, two bedroom unit, and are <br /> deeded affordable forever and is a 40B legal requirement. It's not necessarily low income, <br /> it's the adjustable medium income established by Barnstable County. <br /> All of the units in the buildings were designed exactly the same way. State Representatives <br /> who visited the finished buildings, could not define which was affordable or not. The units <br /> have the same fixtures, countertops and cabinets. <br /> Mr. Goldstein asked if someone moves out of an affordable unit does that unit always <br /> remain affordable, or can they be switched. <br /> Mr. Feronti said the only way these units can switch to a non-affordable is if there are more <br /> affordable units than what was originally started. The 25% has to remain. <br /> Mr. Pittsley asked about the handicapped accessible units. Mr. Feronti said there is a 2- <br /> bedroom unit on the first floor of Building 42 that is handicapped accessible, and 5% of <br /> the units have to be accessible units. Mr. Blaisdell said that out of the 382 units,there will <br /> be 19 handicapped accessible units. <br /> Mr. Bob Wooldridge, with the ADA Committee asked what the features are in the <br /> accessible apartments.Mr.Feronti said it has ramp access on the south side of the building, <br /> it has stair access on the east side, and has wider doorways, side by side washer/dryer, and <br /> wider bathroom doorways. The appliances in the kitchen were designed to be accessible as <br /> well. <br /> Mr. Wooldridge said there was a conversation at a prior meeting that there would be a <br /> commitment that all of the units would be handicapped accessible. Mr. Feronti said the <br /> State law requires only 5% of the project. Mr. Feronti said that Building 44, out of the six <br /> units the two affordable has at least two accessible units. <br /> 3 <br />
