4 <br /> Board of Selectmen <br /> Minutes <br /> April 22, 2003 <br /> APPOINTMENTS AND HEARINGS: <br /> Town Counsel—Retirees' Benefits Discussion: (continued) <br /> Finance Committee member,dim Morgan indicated that an overpayment <br /> has been identified that has not been authorized by the Town. He stated <br /> that under the rules of municipal finance and taxation, it is the obligation <br /> of the Finance Committee to cease payment immediately. The Finance <br /> Committee cannot authorize the overpayment from 50%to 5%. <br /> In response, the Town Admu'u"strator agreed to consult the Cape Cod <br /> Municipal Health Group regarding this matter and the potential for a <br /> postponement of full payment. It was noted that the bill is paid by the <br /> Town on a monthly basis. Sixty-five retirees are affected. of the sixty- <br /> five, there are six newly retired employees. The figure includes spouses of <br /> deceased employees. <br /> It was recommended that the Finance Committee Chairman would <br /> participate in the process with the Board of Selectmen. <br /> Motion made by Selectman Cahalane to schedule a Special Town <br /> Aleeting on Monday,June 2,2003. Town Counsel is authorized to <br /> assist in the preparation of articles for the Special Town Meetig that <br /> will be approved and executed by the full Board of Selectmen on <br /> _ Monday April 28, 003. <br /> Motion seconded by Selectman Green. <br /> VOTE: Unanimous. -o# <br /> Motion made by Selectman Cahalane request the State Representative <br /> appeal for a [governor's Bill for a special act of legislation on the <br /> Town's behalf to ratify and validate all retiree health benefit <br /> payments made by the Town to date. <br /> Motion seconded by Selectman Green. <br /> VOTE; Unanimous. 3-0. <br />
