Mashpee Affordable Housing Committee <br /> Meeting Minutes <br /> December 1, 2015 at 6:30 pm <br /> Mashpee Town Hall <br /> Present: Chairman Walter Abbott, Allan Isbitz, Bruce Willard, Berkeley Johnson <br /> Absent: Marie Stone <br /> CALL TO ORDER <br /> Chairman Abbott opened the meeting at 6:38 p.m. with a quorum and the roll was called. <br /> APPROVAL OF MINUTES-October 6, 2015 &November 2, 2015 <br /> Minutes were deferred until there was a quorum of attending members present to vote on approval. <br /> MOTION: Mr. Johnson wade a motion to accept the October minutes. Mr. Willard seconded the <br /> motion. All voted unanimously. <br /> MOTION: Mr. Johnson made a motion to accept the November minutes. Mr. Isbitz seconded the <br /> motion. All voted unanimously. <br /> CORRESPONDENCE <br /> Chairman Abbott reported that the Department of Housing and Community Development had approved <br /> Mashpee's Production Plan and that a letter had been received confirming its approval. The effective approval <br /> date was November 23, 2015 and the plan would not expire until November 22, 2020. The Chair read the letter <br /> to the Committee. Copies of the letter were provided to each member. <br /> OLD BUSINESS <br /> Feasibility Study 950 Old Falmouth Road <br /> The Chair referenced the completed feasibility study and it was confirmed that members of the Committee had <br /> reviewed the report. Chairman Abbott indicated that a meeting was in the works to discuss comments intended <br /> to make corrections to the report. The Chair read through Tom Fudala's comments about the report and shared <br /> his thoughts regarding the comments. <br /> Partial feasibility study—The Chair pointed out that it was known that the initial study would be partial, <br /> Mr. Isbitz emphasized that no major negatives were identified suggesting that the site was likely feasible for <br /> affordable housing. There was discussion regarding some possible hurdles. <br /> Parcel 8-Part of South Cape Resort, with condo buildings on it, not Town-owned <br /> Pump house not located on town parcel—Located between parcels <br /> Subdivision-T--Known as Great Hay Acres, not Holland Mills Estates <br /> Bus—It appears the bus route is of value to this project <br /> Road extension—Mr. Fudala provided specific requirements <br /> Red Brook buffer needs—Remain 100 feet away <br /> South Cape Resort-Using town water but need to identify how they water their landscape <br /> Pump house not identified <br /> Various text/wording corrections <br /> Discussion regarding water <br /> Electric lines required to be underground for new developments <br /> No blockage of emergency access allowed <br /> Use of parcel C for mitigation <br /> Discharge necessary but should not be a hindrance <br /> Discussion regarding water tie in <br /> Agreement regarding use of solar power <br />
