Mashpee Affordable Housing Committee <br /> Meeting Minutes <br /> October 10,2017 at 6:30 pm <br /> Mashpee Town Hall <br /> Present: Chairman Allan Isbitz, Walter Abbott,Berkeley Johnson,Marie Stone <br /> Also Present: Wayne Taylor, Chuck Tuttle,Brian Kuchar <br /> Absent: Bruce Willard <br /> CALL TO ORDER <br /> Chairman Isbitz opened the meeting at 6:34 p.m. with a quorum and the roll was called. Ms. <br /> Stone explained that her absence from prior meetings was due to a misunderstanding that her <br /> appointment as a committee member was based on her Tribal position which had expired. <br /> Notwithstanding a person's Tribal position, it was clarified that all Affordable Housing <br /> Committee members, including Ms. Stone, were reappointed by the Board of Selectmen in July <br /> for 2017-18. Based on this clarification Ms. Stone said she looks forward to resuming her <br /> regular attendance at meetings. <br /> APPROVAL OF MINUTES-September 5,2017 <br /> It was proposed that the minutes be amended to change Center Street on page 1 to Gifford Street <br /> and Yard Arm on page 4 to Yardarm. <br /> Mr. Abbot made a motion to accept the minutes as amended. Mr. Johnson seconded the <br /> motion. 3 yes, I abstain <br /> NEW BUSINESS <br /> Proposal by Charles Tuttle to Build 8 Units on Sparrow Lane-Mr. Tuttle introduced <br /> himself as involved with real estate on the Cape for close to 20 years and a friend of developer <br /> John McShane. Mr. Tuttle stated their interest in reviving the Center Street project adjacent to <br /> Main Street Village, and distributed packets of information. Mr. Tuttle indicated that they had <br /> received interest in financing the 40B project. They planned to develop the site using the same <br /> previously approved plan that would include 8 fee simple homeownership units consisting of 7 <br /> two-bedroom units and 1 one-bedroom unit of which 2 will be affordable two-bedroom units. <br /> This project would be separate from Main Street Village and would have its own homeowners <br /> association and septic system. It was anticipated that the two-bedroom affordable units would <br /> sell at a rate of$220,000 per unit. Mr. Tuttle indicated that he was first approaching the <br /> Affordable Housing Committee to seek their support. <br /> Mr. Johnson inquired about this project's consistency with Phase I and Mr. Tuttle responded that <br /> the two would be similar. Mr. Tuttle emphasized their interest in moving forward with the <br /> project and anticipated additional information from the Housing Assistance Corporation <br /> regarding specifics for the 40B Project. The two affordable housing units would be physically <br /> located with one at the beginning of the development and the other at the end. HAC would <br /> manage the lottery for the affordable units,which would be deeded affordable in perpetuity. Mr. <br /> Johnson inquired how the homeowners of the affordable units would be accommodated with <br /> homeowner association fees and expressed caution about the possibility that the affordable unit <br /> owners might not be able to bear the cost of rising fees in future years.
