Board of Selectmen <br /> Minutes <br /> November 17, Zoo <br /> Present: Selectman Leveille, Selectman green, Selectman Cahalane, <br /> Selectman Marsters, Selectman Taylor <br /> Town Administrator Joyce Mason <br /> Meeting Called to Order by Chairman Reveille at 6:30 p.m, <br /> Town Mall, Conference Room#1. <br /> APPOINTMENTS Al HEARINGS: <br /> Public Comment: <br /> Greg Taylor, Director of Public worts updated the Selectmen on the <br /> signali ation of Orchard Road in the area of Route 28 and Asher's Path. <br /> MA Highway Department representatives have indicated that they would <br /> assist with the approval process, but they are not prepared to participate <br /> financially with the design and construction process. The Selectmen <br /> agreed to exhort additional political pressure to obtain more assistance to <br /> signalize the dangerous intersection. The Cape Cod Co=is ion will be <br /> consulted regarding the potential use of mitigation funds for the project. <br /> Assessing Director—Su lemental'Tax: <br /> Selectman 1arters abstained from the above referenced agenda topic. <br /> David Bailey, Director of Assessing vas-present to discuss new <br /> supplemental tax legislation which would allow Massachusetts cities and <br /> tons the ability to tax certain new construction starting with the <br /> occupancy permit date rather than Januar I of the year following <br /> -construction. <br /> The legislation has taken effect and is now the law Mess it is rejected b <br /> a vote of the Board of Selectmen prior to sating the FY 04 tax rate. Also <br /> included in this.legislation is a provision that provides for pro-rata <br /> abatement of taxes on properties damaged or destroyed(reduced in value <br /> by more than %) by fire or disaster. <br /> The Board of Assessors has voted to recommend adopting the <br /> supplemental tax for fiscal year 2004. <br /> The Selectmen did not tale action, but agreed to remit a letter to <br /> legislative officials regarding flaws in the supplemental tax proposal. <br /> z <br />
