Board of Selectmen Minutes November 17, Zoo Present: Selectman Leveille, Selectman green, Selectman Cahalane, Selectman Marsters, Selectman Taylor Town Administrator Joyce Mason Meeting Called to Order by Chairman Reveille at 6:30 p.m, Town Mall, Conference Room#1. APPOINTMENTS Al HEARINGS: Public Comment: Greg Taylor, Director of Public worts updated the Selectmen on the signali ation of Orchard Road in the area of Route 28 and Asher's Path. MA Highway Department representatives have indicated that they would assist with the approval process, but they are not prepared to participate financially with the design and construction process. The Selectmen agreed to exhort additional political pressure to obtain more assistance to signalize the dangerous intersection. The Cape Cod Co=is ion will be consulted regarding the potential use of mitigation funds for the project. Assessing Director—Su lemental'Tax: Selectman 1arters abstained from the above referenced agenda topic. David Bailey, Director of Assessing vas-present to discuss new supplemental tax legislation which would allow Massachusetts cities and tons the ability to tax certain new construction starting with the occupancy permit date rather than Januar I of the year following -construction. The legislation has taken effect and is now the law Mess it is rejected b a vote of the Board of Selectmen prior to sating the FY 04 tax rate. Also included in this.legislation is a provision that provides for pro-rata abatement of taxes on properties damaged or destroyed(reduced in value by more than %) by fire or disaster. The Board of Assessors has voted to recommend adopting the supplemental tax for fiscal year 2004. The Selectmen did not tale action, but agreed to remit a letter to legislative officials regarding flaws in the supplemental tax proposal. z
