I ashpee Affordable Housing Committee <br /> Meeting Minutes <br /> July 5, 2016 at 6:30 pm <br /> ashpee Town Hall <br /> Present: Chairman Walter Abbott, Allan Isbitz, Berkeley Johnson <br /> Also Present: Assistant Town Manager Wayne Taylor, Selectmen Tam O'Hara <br /> Absent: Bruce Willard, Marie Stone <br /> CALL TO ORDER <br /> Chairman Abbott opened the meeting at 6:40 p.m. with a quorum and the roll was called. <br /> APPROVAL of MINUTES-January 2 , 2016 & June 7, 2016 <br /> The minutes were deferred duo to an insufficient quorum of attending members. <br /> OLID BUSINESS <br /> Zachary's <br /> Chairman Abbott reported that he contacted Community Builders regarding the availability ofZachary's to be <br /> used for affordable housing. The Chair provided Community Builders with the name of the realtor and the town <br /> tax rolls information. No additional information has been received. Mr. Isbitz suggested that a non-profit called <br /> POAH may be interested, and noted that he would contact then, <br /> Feasibility Study <br /> The Committee discussed the Feasibility Study for 950 Falmouth Road. Most of the discussion summarized the <br /> current status of the site for the new Assistant Town Manager, Wayne Taylor. It was noted that Masbpee bad <br /> applied for $30,000, and received $10,000, to fund a preliminary report that would relieve some ofD HD's <br /> concerns. The report was completed and it appeared that the Town could complete the full Feasibility Study. It <br /> was believed that the Assistant Town Manager would now need to submit a.request for the remaining $20,000 <br /> to complete the study. Mr. 1sbitz indicated that he would get in touch with Laura Shufelt regarding her thoughts <br /> about moving forward. Mr. Isbitz and the Chair will meet with Mr. Taylor to further discuss affordable housing <br /> natters. <br /> Mr. Taylor inquired about the Committee}s status with Quashnet Valley Estates and Quashnet Valley Condo <br /> group. Chairman.Abbott reported that Mr. Willard, of the Affordable Housing Committee, lived in Quashnet <br /> Valley Estates and communicated updates to both parties. Some residents believed that an affordable housing <br /> project would be pursued and it would benefit them to stay informed about potential projects. The Quashnet <br /> Valley Cando group was mixed with some supporting and some against affordable housing. There was <br /> discussion regarding Yarmouth and the Dakota Partners} affordable housing project, <br /> Tribal Housing Update <br /> There was discussion regarding the inclusion of tribal housing in the Town's affordable housing inventory. <br /> There remained no definitive information to determine whether it would qualify or not. It was not known by the <br /> Committee how an individual would qualify for the housing, <br /> Iaslipee Commons <br /> The Chair reported that the affordable housing lottery was held for apartments at Mashpee Commons. Chairman <br /> Abbott expressed his disappointment that an ofd ape firm, SEB, was used for the lottery, resulting in a. small <br /> number of applicants. The Chair felt that using the Housing Assistance Corporation of Hyannis might have been <br /> better. Nine applicants were selected for 13 units. Seven of the units will be built in 2016 and the other five <br /> would be built in 2017. It was noted that the winners of two units scheduled for 2017 would need to refile an <br /> application in 2017. The Chair agreed to go to ZBA to try to obtain an Affordable Housing Restriction <br /> Agreement and One Stop Application. <br />
