Mas lipee Affordable Rousing Committee <br /> A` Meeting Minutes <br /> October 4, 2016 at * o pm <br /> Mashpee Town lull <br /> Present: Chairman Walter Abbott, Berkeley Johnson, Allan Isbitz, Marie Store <br /> Absent: Bruce Willard <br /> CALL TO ORDER <br /> Chairman Abbott opened the meeting at 6:38 p.m. with a quorum and the roll was called. <br /> APPROVAL OF MINUTES- June 7, 2016, July 5, 2016 & September 6, 2Ot6 <br /> There was no quorum of attending members to approve the June minutes. <br /> Mr. Johnson made a inotion to accept the July minutes as circulated. Mr. Isbitz seconded the motion <br /> .All voted unanimously. <br /> Ms. Stone, made a motion to approve the September minutes. Mr. Johnson seconded the motion. All <br /> voted unanimously. <br /> OLD RUSWESS <br /> Affordable Housing Pro,*ects <br /> CPC Funding Request for 950 Falmouth Road Feasibility Study-The Chair requested that a member <br /> of the Committee follow up with Assistant Manager Wayne Taylor regarding whether a request had already <br /> been drafted, as per the Chair's discussion with Selectman Toni O'Hara. lam-. Johnson indicated that he would <br /> follow up. Funds in the amount of$20,000 was needed to complete the study at 950 Falmouth Road. Mr. Isbitz <br /> has drafted a CPC letter and will adjust wording accordingly to request funding and forward, The Chair <br /> requested that Mr. Taylor be asked to provide a.copy of the request to the Committee. <br /> Warrant Article for May Town Meeting to Transfer 209 old Barnstable-Committee members have <br /> expressed interest in moving forward on 209 Old Barnstable, The parcel needed to be transferred to the Board <br /> of Selectmen in order to issue an RFP to develop/manage the site through a Town Meeting vote in May, Mar. <br /> Isbitz agreed to meet Frith Mr. Taylor regarding the drafting of a Warrant Article, Mr, Isbitz referenced a recent <br /> POAH meeting he attended, noting that they offered good leadership, with over 8,000 units of housing located <br /> in states. Mr. Isbit spoke with Cape Cod contact, Cathy Framer, who felt that the Mashpee sites were not <br /> too small for consideration and expressed interest in 11 ashpec}s work, M-. Isbitz indicated that POA14 was <br /> interested not only in providing affordable housing but also reaching out to address education, work, <br /> community infrastructure and other resident supports. POAH has added a 10 million college scholarship to <br /> encourage their residents to further their education. Mir. Isbitz also reported that he had contacted Laura Shufelt <br /> at Massachusetts Housing Department, and was waiting to hear back regarding her thoughts on 209 old <br /> Barnstable. <br /> Affordable Housing Trust-The Chair stated that Mr. Taylor attended a training session regarding Affordable <br /> Housing Trusts. Mr. Taylor recently sent an email to the Chair with information regarding the meeting, and the <br /> Chair agreed to semi his email to each of the members. Mr. Johnson noted that Yarmouth had been having <br /> success with its Affordable Housing Frust. There was hope that Mr. Taylor, having attended the workshop, <br /> could offer a strong understanding of how the Frust can work, sharing the information with the Town Manager. <br /> There was discussion noting that no other Frust had the entire Board of Selectmen sitting on it. It was Moped <br /> that Mashpee's Trust could be changed in order to become more proactive. Interest was expressed about having <br /> Mr. Taylor share his experience with the Committee and the Chair stated that he would invite him to attend a <br /> � p <br /> future meeting. Where was farther discussion noting that funds were available, but inaccessible, without an <br /> active Affordable Housing Trust managing the funds. <br />
