Mashpee Affordable Housing Committee <br /> Meeting Minutes <br /> I ovemb er1, 2016 at 6,030 pm <br /> Mashpee Town Hall <br /> Present., Chairman Walter Abbott, Berkeley Johnson, Allan Isbitz, Bruce Willard <br /> Absent: Marie Stone <br /> SILL To ORDER <br /> Chairman Abbott opened the meeting at 630 p.m. with a quorum and the roll was called. <br /> APPROVAL OF MINUTES- June 7, 2016 & October 4, 201 <br /> Mr. Willard made a motion to approve the June minutes. Mr. Isbitz seconded the motion. All voted <br /> unanimously. <br /> Corrections were made to the October minutes, <br /> Mr. Johnson made a motion to approve as amended. Mr. Isbitz seconded the motion. All voted <br /> unanimously. <br /> OED BUSINESS <br /> CPC Funding Request for 950 Falmouth Road Feasibility Study-Mr. Johnson reported that the letter <br /> had been submitted and he had scheduled a meeting for Thursday at I p.m. with Mr. Taylor and Mr. Isbitz, IIrIr. <br /> Isbitz reported that he had been in contact with Laura Shufelta of the MAS Housing Partnership, who expressed <br /> her apology regarding the confusion. surrounding 950 Falmouth Road, accepting full responsibility for the <br /> miscommunication. A corrective assessment of the cost of infrastructure has been completed and Ms. Shufelt <br /> has indicated her interest in continuing to help. <br /> Warrant Article for May Town Meeting to "Transfer 209 old Barnstable-Mr. Isbitz indicated that he <br /> would be discussing the Warrant Article during his upcoming meeting with Mr. Taylor. <br /> Affordable Housing Trust-Mr. Isbitz inquired whether he and Mr. Johnson should also inquire about <br /> the status on Ma.shpce's fordable Housing Trust and Chairman Abbott responded that all four topics should <br /> be discussed, particularly as Mr. Taylor had recently attended an affordable housing trust class. There was <br /> discussion regarding another upcoming meeting about affordable housing trusts. Mr. Isbitz added that there <br /> was A Lay about Trusts meeting in Worcester. Mr. Isbitz will forward the information to Mr. Taylor. There <br /> was discussion regarding the process by which Mashpee's Trust was adopted, as well as the need for it to be <br /> funded. <br /> Action if Land Transfer Approved-The Chair reiterated that all issues should be discussed with Mr. <br /> Taylor. There was discussion regarding Mashpee Commons' affordable housing lottery, with just 5 applicants <br /> moving in, but eventually reaching the appropriate 25% of the project. The Chair contacted Mashpee Commons <br /> regarding his concerns with the letterer process, completed by a company off Cape, who responded that HAC no <br /> longer conducted lotteries. However, HAC confirmed that they had submitted a proposal, but was turned down. <br /> HAC has 30 names of candidates on their oven list. The Mashpee Commons' lottery will be reopened, 9 had <br /> been selected for 13 units, the additional 4 candidates selected must resubmit their applications. It was noted <br /> that MashpeeCommons" original roaster plan included 386 units, requiring 96 affordable. The current phase <br /> built just 5 of the units. Mr. Isbitz stated that every phase of a 40B development must provide 14 affordab le <br /> units as required by DH D. <br />
