Mashpee Planning and Construction Committee <br /> Minutes of Meeting Held Thursday, November 30,2017 <br /> Mashpee Town Hall—Ockway Meeting Room <br /> Committee Members Present: Steve Cook, Tom O'Neill, and Joe Brait. <br /> Absent: Geoffrey Gorman. <br /> Also Present: Catherine Laurent, DPW <br /> Patty DeBoer, School Superintendent <br /> Chairman Steve Cook called the meeting to order at 5:17 p.m. <br /> Approval of Minutes <br /> Joe Brait motioned to accept the minutes of the Meeting of October 26, 2017; Steve Cook <br /> seconded the motion. <br /> Vote: 2 Yes;1 Abstain. <br /> Joe Brait,yes. Tom O'Neill, abstain. <br /> Steve Cook,yes. <br /> Old Business <br /> Update on Quashnet School Window/Roof Project <br /> Catherine Laurent reported that responses were received to the 8 filed sub bids; were reviewed; <br /> and accepted, except for one. The accepted bids were forwarded to the companies that are going <br /> to be submitting bid as General Contractor. <br /> Catherine explained that the one rejected bid was for the HVAC and it was the only HVAC bid <br /> received and because the bidder was not going to allow a specified General Contractor to use <br /> them, the bid was rejected. Town Counsel feels to reject was the correct decision. Town <br /> Counsel states that since only one HVAC bid was received and they excluded a potential General <br /> Contractor from using them, and it was rejected,the General Contractor will bring in their own <br /> HVAC subcontractor. <br /> Catherine advised that the rejected HVAC bidder has filed a protest with the State Attorney <br /> General's office; and a Hearing with the Attorney General is scheduled for December 8. <br /> In view of the December 8 Hearing, the December 4 General Contractor contract award by the <br /> Board of Selectmen has been moved to December 18. <br /> A conference call is to be held tomorrow(December 1)with the OPM,the Design Team, and <br /> Town Counsel just to confirm with Town Counsel that we can still have the bid opening on <br /> December 5. Catherine said depending on this Town Counsel conversation tomorrow, it may <br /> impact the schedule being pushed back two weeks. Catherine said she will email the Committee <br /> to inform them of the outcome of this conference call. <br />
