3 <br /> Capital Improvement Program Committee <br /> Minutes <br /> February 4,2016 <br /> Fire: (continued) <br /> In accordance with ISO fire suppression rating it is recommended the Town of Mashpee <br /> be equipped with two pumpers and one reserve pumper. The current E-one pumper is <br /> adequate to serve as a reserve pumper. Mashpee is seeking to obtain accreditation,and <br /> with NFPA standards, a backup fire truck is required. The life expectancy of the new <br /> vehicle is twenty years or more. <br /> Discussion followed with respect to the funding source required for this purchase. The <br /> Ambulance Receipts Account was an identified funding source. <br /> It was noted the rescue pumper was purchased through temporary borrowing and funded <br /> by ambulance receipts. The term of this debt, a 5-year bond is due to expire in 2019. In <br /> 2019,the Ambulance Receipts Account is anticipated to have cash balance of$800,000. <br /> Therefore the Ambulance Receipts would cover the full debt service. In the out years, <br /> new ambulances are built into the formula for funding. <br /> With regards to temnorary borrowing authorization,it was suggested the bond be <br /> combined to include the future ambulances receipts. However,it was noted a borrowing <br /> authorization can be renewed. This matter will be further reviewed when the CIP <br /> deliberates on projects proposed for FYI 7. <br /> Information Technology: <br /> Information Technology Director David Delvecchio reviewed the IT projects proposed <br /> for funding at the May 2016 Town Meeting. <br /> Mr. Delvecchio informed the CIP the Fiber Cable Installation project$25,000 to install <br /> conduits between Town Hall and the DPW will not be moving forward at this time as a <br /> result of a delay in roadwork construction. The project was therefore removed from the <br /> FY17 budget and moved to FY18. <br /> In FYI the VMWare Server and Switch at the Police and Firewall at Town Hall$39,000 <br /> is anticipated to be funded through MCAT. Mr. Delvecchio indicated the server and <br /> switch at the Police Department is over six years old, and the network switch is over <br /> twelve years old. The aging network does not support the new power over Ethernet <br /> wireless access points and could fail at any time. The firewall at Town Hall is also six <br /> years old, and in need of an upgrade. <br /> It was noted there is ample funding in MCAT to support the IT request. The amount will <br /> be verified with MTV cost projections. <br />
