Capital Improvement Program Committee <br /> Minutes <br /> July 27, 2016 <br /> Present: Rodney Collins,Andrew Gottlieb,Dawn Thayer, Terrie Cook <br /> Meeting Called to Order by Chairman Collins at 6:04 p.m. <br /> Mashpee Town Hall,Administrative Conference Room <br /> NEW BUSINESS <br /> Review and a royal of Window/Door Replacement Project at the Quashnet Elementar <br /> School, 150 Old Barnstable Road, Mashpee, MA: <br /> The need to replace the windows at the Quashnet Elementary School was identified in the <br /> Capital Needs Assessment completed in 2010. Recognizing the importance of the window <br /> replacement,the project has been acknowledged in the C1P program since 2010. In February of <br /> 2016 the Town applied for grant funding with the Massachusetts School Building Authority <br /> {MSBA}to assist with costs associated to the replacement of the windows and doors. In May of <br /> 2016 the Town was invited to participate in the MSBA Accelerated Repair Program. <br /> It is anticipated the MSBA will reimburse the Town approximately 38%of the total costs <br /> associated to design and construction. In the multi-step process,the School Department has <br /> committed to pay 100% of the schematic design costs. The schematic design/project estimate is <br /> required to be completed to further determine the project eligibility for grant funding. With <br /> completion of the design the MSBA will make the determination whether to'fund final design <br /> and construction costs associated to this project. <br /> Within 90 days of the MSBA vote.the Town must commit to funding 100%of the estimated <br /> project costs. Rodney C. Collins, Town Manager indicated this is a time sensitive project and it <br /> is necessary to place an article on the October 2016 Town Meeting warrant to request bond <br /> authorization to participate in the Accelerated Repair Program. It is anticipated the Town would <br /> receive 38%reimbursement or up to $700,000 of the costs associated to the Quashnet School <br /> project. <br /> On June 6, 2016 the Board of Selectmen voted to accept the invitation to participate in the <br /> Accelerated Repair Program. On June 9,2016 the Planning& Construction Committee voted to <br /> recommend this project to the CIP Committee, and on June 16, 2016 the School Department <br /> voted to set aside$50,000 required for the schematic design. <br /> A vote of Town Meeting would grant complete bonding authorization for this project. Districts <br /> are able to make requests to MSBA for reimbursement at$50,000 thresholds. With monthly <br /> reimbursements,the Town would have the ability to temporarily borrow funds for this project. <br /> The proposed construction schedule is in the summer of 2017. <br />
