Mashpee Planning and Construction Committee <br /> Minutes of Meeting Held Thursday,June 9,2016 <br /> Mashpee Town Hall—Ockway Meeting Room <br /> Committee Members Present: Steve Cook,Irving Goldberg,Joe Brait, and Scott McGee, <br /> Also Present: Catherine Laurent,DPW <br /> Paul Funk,Business Administrator of Schools <br /> Dawn Thayer, Finance Director <br /> Chairman Steve Cook called the meeting to order at 4:30 p.m. <br /> Approval of Minutes <br /> Joe Brait motioned to accept the minutes of the Meeting of June 1,2016; Irving Goldberg'seconded the <br /> motion. <br /> Vote: 3 Yes; I Abstain. <br /> Steve Cook,yes. Irving Goldberg,yes. <br /> Joe Brait,yes. Scott McGee, abstain. <br /> f <br /> Old Business --- <br /> Update on MSBA Accelerated,Repair Program <br /> Catherine Laurent provided an updated PCC.FYI 7-FY22 Capital Budget list,with Replacement Windows <br /> at Quashnet School identified as PC-I: Catherine stated that::. ' <br /> • First phase would be the feasibility study, schematic design, and project estimated cost. <br /> Estimated'cost of this first"phase'is$15;000420,000 and the-school will fund that payment. Paul <br /> Funk indicated a preference to encumber FYI funds for this. Dawn Thayer said if we have <br /> some form of formal commitment then funds can be encumbered. Catherine Laurent will contact <br /> MSBA tomorrow to see how quickly this can move along. <br /> • Process is MSBA will assign someone from their list of pre-qualified project managers and <br /> architects to do the project. Then Mashpee will have to negotiate a contract with both that were <br /> selected. <br /> • The study, schematic design and project estimate get submitted to the MSBA Board for approval <br /> and at that point Mashpee would negotiate a new contract with the same OPM and architect to <br /> move forward with construction. <br /> • Catherine said we're looking for funding at October Town Meeting in the amount of$1,750,000. <br /> The Board of Selectmen reviewed this at their meeting and Selectmen generally supportive of the <br /> project and the need to replace the windows, but there was some discussion about funding for the <br /> project. It was suggested to look to school potential for portion funding from school choice <br /> money. Paul Funk said by law school choice funds can't be used for renovation or construction. <br /> Paul said it would have to come out of the school operating budget and would have to be <br /> authorized by School Committee. Scott McGee commented that School Committee should not be <br /> taking care of maintenance and grounds. Iri the past, School Committee upset that funds going <br /> for maintenance,rather than for the students. <br /> Catherine then turned the discussion over to Dawn Thayer to discuss funding options. <br />
