. � 3 <br /> 3 <br /> i <br /> Capital Improvement Program Committee <br /> Minutes <br /> December 8, 2016 <br /> Fire Department: (continued) <br /> 1 <br /> Correspondence in the CIP booklet was received from Robert I.uongo, Head Mechanic dated <br /> September 15, 2016 recommending urgent replacement of the ambulances. It was suggested the <br /> Town replace one ambulance vehicle per year with a heavier duty chassis, and to-maintain a <br /> three-year replacement schedule in the future to minimize costly repairs. <br /> Chief Rullo indicated he is currently reviewing different types of ambulances to suit the needs of <br /> the Town. The CIP cost estimate for the purchase of one ambulance is $250,000. The vehicle u <br /> itself is projected to cost$240,000 and the equipment$15,000. The existing ambulance would <br /> serve as a trade vehicle, and any remaining funds would be deposited into free cash, In addition <br /> to the consideration to purchase a new ambulance,privatization is also being reviewed. <br /> 2 <br /> It was noted the purchase of one ambulance in FYI could be fully funded by the Ambulance <br /> Receipts Account. It was recommended the purchase of ambulances be considered in a three- <br /> year program for FY18, 19 and 20 and staggered thereafter. After the initial purchase of three 3 <br /> ambulances, it was determined the ambulances would not have to be replaced on a three year <br /> 5 <br /> cycle. Therefore the sum of$250,000 earmarked for FY 21,22 and 23 was removed from <br /> estimated disbursements within the-CTP program for the following three years. <br /> Motion made by Mr.Richardson to support the purchase of(1) Ambulance in FY2018 for <br /> $250,000 with.funding to fully derive from the Ambulance Receipts Account. <br /> Motion seconded by Mr. Gasior. <br /> VOTE: Unanimous. 5-0, � <br /> It was noted the Town Mechanic is also recommending the CIP consider a Vehicle Replacement <br /> Program for the Fire Department. This is anticipated to begin in fiscal year 2020 with the <br /> lease/purchase of two utility vehicles, <br /> COMMUNICATIONS & CORRESPONDENCI+� <br /> Local Meals Tax Op1ian <br /> At the last meeting the CIP discussed the possibility of using funds from the Meals Tax as seed <br /> money for the Capital Expenditure Fund. Currently fourteen Cape towns have adopted this <br /> statute. Proceeds from the.collected tax would be deposited into free cash and then certified as <br /> free cash and serve as a potential source of revenue for the CIP reserve fund. It was agreed a <br /> Town Meeting article would be recommended to the Board of Selectmen to adopt the Local <br /> Meals Tax Option in the Town of Mashpce. <br />
