Comments/questions (continued) <br /> Mr. Junqueira said everyone else in the industrial park has front parking. Tom responded that just a <br /> few that violated the by-law or got a variance from ZBA. Kevin Kirrane said the by-law gives ZBA <br /> flexibility to grant it or don't grant it—that is up to them. <br /> There followed an exchange between Kevin Kirrane and Tom Fudala. Kevin Kirrane stated that the <br /> by-law gives the ZBA discretion to determine alternate parking. Tom said if vehicles leak <br /> contaminants into the ground water and that's why the paving requirement is there. Tom said if the <br /> ZBA is going to ignore that basic basis for the parking requirement being paved then they're not doing <br /> their job. Kevin said that's the discussion you can have with them. Tom said that his <br /> recommendation would be to ZBA not to approve. <br /> Tom Fudala said the building is hideous. <br /> Tom said the building doesn't match the Site Plan. Matt Eddy said the building does match the Site <br /> Plan. Matt said this is an industrial zone building and the building style is what you would see in an <br /> industrial zone. Matt said as far as building aspect and your opinion what it looks like, it meets zoning <br /> ordinance requirements for the zoning area; they are adding landscaping that was not required; they <br /> did augment the front with white pine if that was something the Board would like to see. Tom Fudala <br /> said there is almost nothing left of any buffer area. Tom said you have to do something, especially if <br /> leaving parking in the front. He said the whole point of the parking by-law is so you don't see parking <br /> in the front. <br /> Catherine Laurent said in terms of vegetation in the front, she deferred to the Police Chief to address <br /> visibility. Scott Carline said there is no issue as this point; this is not a heavily traveled area. <br /> Mike Mendoza advised that Design Review did not have a quorum at their meeting so the applicant <br /> will return to that Committee to address their application. <br /> Mike Mendoza asked about outside lighting. Mr. Junqueira said they will have low impact lighting on <br /> the building with down lighting like across the street. They will also have light on sign on the site. <br /> Mike asked if the units will be divided. Mr. Junqueira said it will be closed between his office and the <br /> rest of the area. He said he may have a customer to rent the whole area for storage and then would <br /> not divide. <br /> Mike Mendoza told applicant to make certain to talk to the Plumbing Inspector and to the Board of <br /> Health, Mr. Junqueira said he will do that. <br /> Mike advised applicant to put thought into that outside storage area. You don't want there to be <br /> dumping there. <br /> Mike advised applicant that this will be controlled construction. <br /> 3 <br />
