. r
3. Zoning Bylaws Discussion
Terrie Cook expressed her concerns about the zoning bylaws and asked if EDIC could get
someone to do an outside overview. We have to wait and see what town counsel says.
Tom Mayo noted he gave the members a full copy of the zoning bylaws. Terrie Cook
said in order to encourage economic development we need to know if the bylaws are
business friendly. Tom Mayo suggested if they hire a group to review the bylaws that
they come up with a deliverable, actionable warrant article with recommendations of
action items. He noted we have to make sure the Town Manager and the Selectmen are
on board. Tom Mayo stated he presented this idea to the Board of Selectmen on Monday
night.
Tom Mayo referred to the draft of the RESET Project provided to the members. He said
we are reviewing the RESET project and referred to 1-7 which indicated we need to do a
review of our bylaws. Chairman Sherman said when we decided to do the RESET the
bylaws were one of our concerns.
4. FDIC Director-
Tom Mayo referred to the four documents he provided which were put together about
two years ago (Director Contractor Agreement, Organizational Work Plan, EDIC
Director Job Description, Ad for Director). Tom Mayo said the Town Manager has been
very clear that one of the important roles of the assistant town manager is staffing this
board. He would advise the Town Manager that this is good for the Board of Selectmen
and Manager's office as a liaison so they know what initiatives are being brought by
EDIC. Mary LeClair noted that she feels EDIC needs to Dire their own Director. This
will be discussed at their next meeting. Carol Sherman asked the members to review the
draft of the RESET and get back to her with any comments. Tom Mayo said he provided
his comments to Phil Dascombe and has asked the Board of Selectmen for their
comments. Phil Dascombe made it clear this is a draft and is looking forward to the
members' comments. Tom Mayo will make a photocopy of all of his notes for the
members.
L Treasurer's Report
Chairman Sherman said she was instructed at the last meeting to put in $350,000 into a
money market account and noted we can write six checks a month on that account. Mary
reported there is $34,307.00 in the regular checking account. Terrie Cook felt Quick
Books needs to be up and running and said she would be willing to do it but as the
Treasurer and for this to happen the Board would have to reorganize and this will be put
on the next agenda.
Old Business
3. Investment Options
