,Yy'C0,41'ryU Town of Mash pee <br /> .16 Great Nec1c Road North <br /> �9�yri;r ,c Mashpee, Massachusetts 02649 <br /> BOARD OF HEALTH - PUBLIC SESSION <br /> Minutes of the Meeting of April 7, 2016 <br /> Board Members Present: Also Present: <br /> Kalliope Egloff, Chair Glen Harrington, Health Agent <br /> Lucy Burton, Co-Chair <br /> Chair Kalliope Egloff called the meeting to order at 7:00 PM. <br /> APPOINTMENTS <br /> 7:15 PM --Joyce Bliss— Operation and Maintenance Violation — 129 The Paddock Circle. <br /> Glen Harrington recommended that discussion on 129 The Paddock Circle be continued as the Certified Mail <br /> Receipt (green card) has not been returned. <br /> Lucy Burton made a motion that the Board of Health continue discussion on 129 The Paddock Circle until <br /> delivery of order letter is confirmed. Kalliope Egloff seconded the motion. The motion was unanimously <br /> approved. <br /> 7:20 PM — Mark Flaherty, P.E. —Title V Variances —25 Menernsha Road. <br /> Glen Harrington stated that the septic upgrade located at 25 Menemsha Road is in the flood zone, Zone II, and <br /> has very little land available. Three variances are requested: <br /> Soil Absorption System -- one foot drop to groundwater; <br /> The septic tank and Soil Absorption System — 5 feet to abutters and street property line; <br /> The septic tank—8 feet to the dwelling, which is a crawl space. <br /> The Soil Absorption System is 100 feet from the bordering vegetated wetlands so no denitrification system is <br /> required. Plastic low profile chambers will be used. <br /> Mark Flaherty of Flaherty and Stefani Inc., representing Paul and Kathryn Thurston of 25 Menemsha Road, <br /> introduced himself to the Board. <br /> Mr. Flaherty commented that this is a 3-bedroom house in a FEMA Velocity Zone. The septic system will be <br /> kept as far away from Dean's Pond as possible. The septic tank is a monolithic tank with a rubber gasket to <br /> keep the water out if flooding occurs. The tank will be installed in an area where the vegetation will not.be <br /> disturbed. There is a private well on the property that will be replaced by Town water. <br /> Mr. Flaherty commented that he is also requesting a fourth variance from the Local Board of Health <br /> Regulation: 4' of pervious material above the high groundwater—45" or 3.8 feet of pervious material above the <br /> high groundwater. <br /> Lucy Burton made a motion that the Board of Health approve the variances as requested for 25 Menemsha <br /> Road. Kalliope Egloff seconded the motion. The motion was unanimously approved. <br /> 1 <br />
