Budget to Actual Report: Mrs. Botsford stated that the year-end reports had been prepared by the Fee
Accountant. He will be here for our budget preparation meeting and review year end as well. Ms.
Botsford reviewed year end reports and there were no questions.
Accounts Payables: Mrs. Botsford presented the warrants for review and signature. The warrants for
signature tonight are for the month of August 2016 and total as follows: $42,304.55 for 4001, $3,556.00
for Section 8, $48,192.00 for MRVP, $42,555.48 for Asher's Path Apartments, $3,167.60 for HAP, and
$9,027.20 for Great Cove Community.
Mrs. Botsford reported that we have all residents paid in full at all developments, except for Homeyer
Village where a resident moved with no notice. He is going to pay thebalance due for September. The
apartment has already been re-rented. We are 100% occupied at all developments.
A motion was made by Richard Halpern and seconded by Melissa Phillips to certify the Fiscal
Year End 2016 reports and accept the Treasurer's Report as presented. The motion was
adopted.
EXECUTIVE DIRECTOR'S REPORT&UPDATES:
Mrs. Botsford stated she had mailed her reports for August through September 22 and had the following
additions:
• MHIC will be coming to Asher`s Path at the end of October for their annual property management
review.
• I have been approached by Stephen Ordway of the Northbridge Companies who is handling the
assisted living at Mashpee Commons. They have 7 affordable units and have asked if we would
monitor them (like we are doing for the Bridges of Mashpee). I quoted $125 per unit ($25 more
than Mashpee Bridges). They've accepted this and are hoping to enter into a contract within the
next couple weeks.
• All residents were notified of the new policy on lock out fees.
OLD BUSINESS:
a) Meeting with Mashpee_Wampanoag_Housing Director: Mrs. Botsford reported that she met with
the new director, Michelle Tobey. There were several things that were brought up by Ms. Tobey
with regards to applications, applicants and processes, in particular application denials. Mrs.
Botsford explained the process to Ms. Tobey, including that applicants are required to answer all
questions truthfully on the application or they will be denied. She also explained the right of
applicants to appeal to Mrs. Botsford if'they get the initial denial letter from Ms. Mitchell. Some
suggestions were made about the wording of applications because applicants were not clear on
how to answer the CORI questions, in particular. Mrs. Botsford told Ms. Tobey that she wanted to
speak to our attorney about it. Specific cases were also discussed at the meeting and Mrs.
Botsford let Ms. Tobey know that the housing authority is available to assist if they need
assistance with a LIHTC development down the road. Ms. Tobey also met with Carol Mitchell to
go over the application processes, including denials. Ms. Tobey had some requests for changes.
Some of the requests were about application forms, including downloads on the website. Mrs.
Botsford is in the process of updating the website forms so that they are more user-friendly.
Most of the requests from Ms. Tobey however are related to regulatory processes (760 CRM 5)
and cannot be changed, unless there is a waiver requested and granted by DHCD. Mrs. Botsford
wanted to speak with Attorney Grace about some of the things brought up and was able to talk
to her this afternoon before our meeting.
