MCAT BOARD CANDIDATE (continued) <br /> Andrew Eliason explained the purpose and function of the MCAT advisory board and how they make <br /> recommendations to the Board of Selectmen,which is the authoritative Board. <br /> The discussion concluded with the Board members unanimously welcoming Mr.Peters as a future Board member. <br /> Andrew Eliason will send a request to the Town Manager to place on the Board of Selectmen Meeting Agenda that <br /> MCAT recommends the Board of Selectmen appoint Morgan Peters to the MCAT Board. <br /> IT UPDATES <br /> David DelVecchio reported that: <br /> • Live streaming device no logger functioning he said this is disappointing since it was only 2 years in <br /> service. <br /> • Last night's Board of Selectmen meeting was transmitting fine on YouTube,but audio did not work on live <br /> channel broadcast. <br /> Andrew Eliason commented that he is very impressed with how well broadcast looks on YouTube. He said <br /> YouTube channel shows how many are subscribing to a given broadcast, <br /> Bill Nay noted that YouTube site is mirrored on Masbpee TV. <br /> Mashpee Communily TV <br /> Wayne Taylor advised he is retaining his position as BOS liaison to Mashpee TV, <br /> Bill Nay explained in great detail the difficulties and frustration in the effort and attempts put forth to get a bill <br /> placed before Massachusetts legislation that would require the cable company to provide High Density(HD)to <br /> local broadcasting. Bill said most legislators are in favor of requiring cable company to offer HD to access <br /> channels. He said in the last go-around the proposed bill was alive until the very last day, when it got pulled. Bill <br /> noted that 2 years ago Long Meadow,MA got HD in and they have Comcast as provider. Wayne Taylor noted that <br /> the Executive Committee of Mashpee TV is on board with this. <br /> Dan Riley asked why/how the bill failed to reach legislation. Bill Nay said originally it was in telecommunications <br /> and got shelved;then went to Budget and was shelved;then amendment was inserted in the economic development <br /> bill and got pulled. It was in PEG, but failed. Bill said in the fall it is hoped to place an amendment into the <br /> Supplemental Budget bill to cover this issue. <br /> Andrew Eliason said one of the things to consider is in next renewal license negotiations we should insist that some <br /> of these things get written into the licensing contract. <br /> Dan Riley said another strong point is all Mashpee TV does with the schools. Dan said there is an excellent STEM <br /> program in Mashpee and it is tragic that what the students are generating can't be broadcast to the community in <br /> HD. Dan said all of this is going to leap-frog the cable company one day. Bill Nay said the FCC put out a fact- <br /> finding inquiry last winter to see if cable company might be discriminating against local TV channels. <br /> Comcast Representative <br /> Andrew Eliason mentioned that Mary O'Keeffe, Comcast representative,retired. MCAT agreed a Comcast <br /> representative who now handles responsibilities previously under Mary O'Keeffe should be invited to an MCAT <br /> meeting. Bill Nay agreed to contact Comcast to arrange this. <br /> Bill Nay exited the meeting at 1:45 p.m. <br /> 2 <br />
