Collins <br /> Town Counsel Patrick Costello <br /> Town Moderator Jeremy Cartier <br /> Assistant Town Moderator Ed Larkin <br /> Meeting balled to Order by Vice-Chairman DelPonte at 6:01 p.m. <br /> Mashpee High School,Administrative Conference Room <br /> NEW BUSINESS <br /> Joint Meeting with Board of Selectmen-Review of Town Meeting Warrant: <br /> The Finance Committee met in joint convention with members of the Board of Selectmen for the <br /> purpose of reviewing matters associated to the Special and Annual Town Meeting Warrants of <br /> Monday,May 2, 2016. Additional attendees included the Town Manager, Rodney C. Collins, <br /> Town Counsel,Patrick Costello and Jeremy Carter,the Town Moderator. Ed Larkin,the <br /> Assistant Town Moderator was also present for discussion purposes. <br /> Spgcial Town Meeting Warrant: <br /> Article,#5: CPC--Three-Year Housing Assistance Pro am: <br /> There were several issues with respect to the Community Preservation article proposed to fund <br /> the Mashpee Housing Assistance Program,a CPA award of$330,000 for an additional three- <br /> year term. The Board of Selectmen previously recommended that a Memorandum of <br /> Understanding be developed between the Town of Mashpee and the Mashpee Housing Authority <br /> in an effort to provide transparency and to authorize the involvement of Town's Human Services <br /> Director in the application and review process as well as serving as a co-signatory to release <br /> funds for this program. Town Counsel advised the MOU as it is currently written should be <br /> amended. However,the article as it is presented for the Housing Assistance Program should not <br /> be contingent upon the Memorandum of Understanding. in consultation with Stuart Saginor,the <br /> Director of the Community Preservation Coalition in Boston,this type of housing assistance <br /> program in encouraged, but there is no monitoring requirement in place. Concern was expressed <br /> with respect to oversight, and that state and federal monies should be applied for to offset costs <br /> and to provide assistance for this type of program. <br />
