The courts are asphalt; similar to asphalt roads in the Northeast, major <br /> reconstruction is normally anticipated after 20-25 years. Five years ago, the Town expended <br /> approximately$50,000 to crack seal and repaint the courts. Since then, the cracks have reformed <br /> and new cracks have appeared. The Town could continue cracksealing and painting every few <br /> years (at a greater cost than in 2011), but this would not be cost effective and is only delaying the <br /> inevitable need to reconstruct the courts. <br /> Article 10 Replacement of Playground at KC Coombs School <br /> Since submission of the application to the Community Preservation Committee, the existing <br /> playground has been removed due to safety concerns. The equipment was damaged and <br /> replacement components were no longer available. Its removal has left avoid in play equipment <br /> available for the older students at the school. <br /> A component of the project is installation of a poured-in-place rubber surface. This surface <br /> complies with all safety "fall" requirements and makes the playground handicap accessible. It <br /> replaces a wood fiber surfacing which as an annual maintenance cost of approximately$3,000, <br /> including labor and equipment. The payback for the rubber surface compared against the wood <br /> fiber surface is 5 years. The rubber surface has a life expectancy of 15 years. <br /> Article 11 Replacement of Playground at quashnet School <br /> The existing wood playground is still usable but requires additional annual maintenance because <br /> of the wood construction (sanding and treating of the wood). As specific components become a <br /> safety concern, they will be removed. <br /> Also, as with the playground at KCC, a poured-in-place rubber surface is proposed with a similar 5•- <br /> year payback. <br />
