Re: MSBA Accelerated Repair Program - Quashnet School Windows Page 2 of 2 <br /> MaryKate, Paul, and I met with Siva Sivalogan, the Town's assigned Owner's Project Manager(OPM) this <br /> morning. It was a productive meeting in terms of introducing him to the project and discussing the schedule <br /> for moving forward. He will be forwarding a draft contract for his services for review(based on the MSBA's <br /> standard; amount not to $15,000 for schematic design only). He has already contacted our assigned <br /> designer. They will be conducting a site visit at the beginning of next week (date tbd) and then they will <br /> forward a contract. Please note both contracts are for schematic design only. A second contract will have to <br /> be negotiated/signed for construction design/construction process. <br /> Because of the deadlines imposed by the MSBA, it is not feasible for the Town to have the schematic design <br /> and estimate completed in time for approval at the MSBA Board's November meeting (the deadline for <br /> submittal of the design is the end of this month). The next MSBA Board meeting is not until February 2017 <br /> (December deadline). Once approved,the MSBA will send to the Town the Project Funding Agreement for <br /> signature. This is the agreement for the construction funds. The agreement drafting/signature is typically 3-4 <br /> weeks. The MSBA will also assign to the Town a Commissioning Consultant. This consultant will review the <br /> plans at the specified review periods (60%plans, 100% plans). Review periods are typically 2-3 weeks. Once <br /> bid and a construction contract awarded, SIVA estimated the time required for submittals (shop drawings) <br /> and window production to be 2-3 months. Based on these time frames and adding in time for the actual <br /> design work, it would be unlikely that any construction would occur in Summer 2017. <br /> Siva did suggest an option that might allow construction to begin potentially in August 2017 and continue <br /> through Fall 2017 (with relocating 1-2 classrooms at a time within the building and creating a work zone <br /> barrier). This option would require the Town to continue with construction design after submission of the <br /> schematic design in December but before approval of this design by the MSBA in February. This would allow <br /> the Town to gain two months of time; 60%plans could be submitted in mid-February instead of April. <br /> There is a small risk with the above option as the Town would be working without a Project Funding <br /> Agreement. During our initial meetings with the MSBA,they had indicated that 98%of projects accepted into <br /> the program are approved for construction with the 2%not approved being withdrawn by the towns. If this is <br /> an option that the Town wants to explore, I would recommend meeting with the MSBA to discuss before <br /> making a final decision. <br /> If the Town does not want to explore this option,the Town would submit the schematic design in December <br /> of this year and the project would be in a holding position until after the MSBA Board meeting in February.
