Minutes of Meeting of <br /> Planning & Construction Committee <br /> Held Tuesday, September 13, 2016 <br /> Mashpee Town Hall Ockway Meeting Room <br /> Members Present: <br /> Steve Cook <br /> Iry Goldberg <br /> Tom O'Neill <br /> Joe Brait (arrived 5:10 pm) <br /> Others Present <br /> Patty DeBoer, School Superintendent <br /> Paul Funk, School Business Manager <br /> Catherine Laurent, DPW Director <br /> Steven Withrow, Mashpee Enterprise <br /> Steve Cook called the meeting to order at 5:03 pm. <br /> Approval of minutes was deferred until Joe Brait arrives. <br /> Old Business <br /> Update on MSBA Accelerated Repair Program <br /> Catherine provided an update on the status of the Quashnet School window project. The MSBA just <br /> assigned to the Town the Owner's Project Manager (OPM) and the Architect. Because of the delay in <br /> the assignment, it is unlikely that construction could begin in Summer 2017. The schematic design <br /> would need to be submitted to the MSBA by the end of September for approval at their November <br /> board meeting. Contracts have yet to be negotiated with the OPM and Architect and two weeks is not <br /> enough time to prepare the design. The next MSBA board meeting is mid-February 2017 with a <br /> submission deadline in December. If the Town were to continue work on the 60% design plans before <br /> MSBA approval of the schematic design, it is possible that construction could begin in August 2017 but <br /> work would have to continue into the school year which would affect students. A Summer 2018 <br /> construction schedule is more probable. There is an article on the October 2016 Town Meeting warrant <br /> for approval of$1.75 million for construction funds for the project. <br /> The Committee discussed the project. The intent is not necessarily to replace the windows with the <br /> same design. During development of the schematic design, other window options will be considered. <br /> For example,the lower fixed glass may be eliminated for safety reasons and replaced instead with a <br /> solid panel. The new windows will also have to meet the current building code as well as the energy <br /> stretch code. During the next several months, there will be meetings with the OPM, Architect, and Town <br /> to review and decide upon a design. Iry will represent the Committee at these meetings. <br /> New Business <br /> Discussion/prioritization of Capital Improvement Plan (FY18-FY23) <br /> Catherine explained that the Town Manager had moved up the deadline for submitting the CIP to the <br /> end of September. She presented the 6-year plan. A number of the projects have been on the plan for <br /> years but have moved forward or back. No projects were funded in FY17. Catherine asked that the <br />
