Mashpee Planning and Construction Committee <br /> Minutes of Meeting Held Tuesday,November 1,2016 <br /> Mashpce Town Hall–2"d Floor Conference Room <br /> Committee Members Present: Steve Cook,Joe Brait, and Scott McGee. <br /> Absent: Irving Goldberg, and Tom O'Neill. <br /> Also Present: Catherine Laurent,DPW <br /> Chairman Steve Cook called the meeting to order at 6:30 p.m. <br /> Approval of Minutes...Tabled since quorum of September 13`'meeting attendees not present. <br /> Old Business <br /> Update on MSBA Accelerated Repair Program(window project at S <br /> Catherine Laurent reported they do have a tentative timeframe on the school windows project and she <br /> provided a listing of what's been done as of 11/1/16,as well as estimated dates of meetings and <br /> submission deadlines,including bidding process, construction award, and construction phase. Catherine <br /> stressed that all future dates listed are subject to change. A copy of the updated listing is attached to the <br /> printed set of these minutes. <br /> hi reviewing the updated list,the following points were discussed: <br /> • Looking at 2018 construction. <br /> • Currently working with the Design team and the OPM,with target of submitting the schematic <br /> design by 12/21/16,which is the deadline for the MSBA Board Meeting on 2115/17. <br /> • OPM is exPERT Company; Designer is Raymond Design Associates. Town and School <br /> Administrators had a general, introductory meeting with both OPM and Designer on October 19'h. <br /> • Just on their walls through, it seems we are looking at replacing the whole wall assembly,not just <br /> window replacement. <br /> • Iry Goldberg is PCC Committee liaison to serve on the Subcommittee and that Subcommittee is <br /> going to meet at 9 a.m. on 11/16. Iry has confirmed he will attend. At that meeting they will <br /> have results of their investigation and testing and probably will start talking about options for <br /> window replacement. <br /> • Currently the school has HVAC system—beating only,not AC.. <br /> • School Principal and School Superintendent are in favor of windows that are able to be opened. <br /> + Architect and OPM looking at 1217116 to make a presentation to School Committee and Board of <br /> Selectmen. The hope is the Subcommittee would have focused in on a particular design. <br /> • Meeting would be held sometime around December 14t`to review schematic before 12/21 MSBA <br /> Board Meeting deadline. With schematic design, estimate is provided. The OPM and architect <br /> will both provide estimates to the Town. Only one is submitted to MSBA. The maximum <br /> funding commitment by the MSBA is based on the estimate submitted so the OPM generally <br /> recommends submitting the higher of the two. <br /> + 2/15/17 MSBA Board votes. If approved,that commits MSBA to provide about 38% of the <br /> construction costs but it is subject to Town appropriating/borrowing/etc. funds.Town meeting <br /> vote would be 51112017. <br /> • Estimating 6-month construction period. <br />
