Minutes of Meeting of ✓C� <br /> Mashpee Plan Review Committee <br /> Held Tuesday, June 21, 2016 <br /> Mashpee Town Hall Waquoit Meeting Room <br /> Plan Review Members Present: <br /> Michael Mendoza, Building Commissioner <br /> Tom Fudala, Town Planner <br /> Glen Harrington, Health Agent <br /> Rodney Collins, Town Manager <br /> John Phelan, Deputy Fire Chief <br /> Also Present: Joel Clifford — Fire Department <br /> Michael Mendoza called the meeting to order at 9:03 a.m. and advised that notice had been given to <br /> abutters and Mike has the green card receipts. <br /> Health Bound from Inside Out <br /> April Dugas Requests a customary home occupation <br /> At 16 Yardarm Drive (PR under the By-Law) <br /> Notice was given to abutters <br /> April Dugas will represent the application. <br /> April Dugas appeared and said she is an RN and lived in Europe where she learned a lot about <br /> preventive complimentary health whereby patients help themselves. She said there is a lot she can <br /> do to help people take care of themselves. She uses reflexology and Trager. She said it is not <br /> massage; people don't even have to take clothes off. She said Trager is gentle manipulation that <br /> helps in oxygenating the tissue. <br /> • First session is 2 hours; then 1 or 1-112 hours for following sessions. <br /> • She works with Parkinson's and reversing Parkinson's. <br /> • By appointment only; she doesn't allow walk-ins. <br /> • She doesn't put address on business card. <br /> Committee Comments <br /> Glen Harrington stated under the regulation Trager and reflexology are both sub-disciplines of <br /> massage and do meet Board of Health requirement for body work Permit. April Dugas said she is still <br /> a licensed RN. Glen said for licensed RN, there is an exemption within the regulation so she, herself, <br /> would not need a license but her facility does need to be licensed and the Board of Health would <br /> inspect her home or area where she does the body work. April Dugas stated she has the license for <br /> the facility and her home. <br /> Glen Harrington advised that the Board of Health needs a copy of her RN license to apply the <br /> exemption. April Dugas said she will supply RN license to the Board of Health. <br /> Glen said the septic design can handle the people coming to the home. He said he has no further <br /> issue with this application. <br />
